Job Announcement

Supervises a branch of senior right-of-way agents and their direct reports in the acquisition of land and land rights for county capital projects. Provides professional land acquisition consultation in support of the Fairfax County Board of Supervisors' capital improvement objectives. Provides guidance, assistance and support for complex projects involving public private partnerships and large parcel acquisitions in support of major capital projects. Provides guidance and support for evaluating appraisals and complex land valuation questions. In coordination with the LAD Appraisal Manager, participates in the preparation of solicitations, as well as the consultant selection for professional appraisal services and title services in conformance with purchasing guidelines. Coordinates the work of multiple consultants and vendors to ensure proper, timely and cost-effective integration of services in support of multi-million-dollar project development and implementation. Provides feedback to the LAD Appraisal Manager related to contract administration tasks for title and appraisal contracts. Serves as contract administrator for private ROWA acquisition contracts, as appropriate. Responsible for senior-level guidance and coordination of complex and high-profile land acquisition projects. Participates in negotiations for complex/sensitive projects with property owners. Collaborates with staff in DPWES, Capital Facilities, Stormwater, and the Fairfax County Department of Transportation in planning and implementing projects that require private property land rights, coordinates land acquisition activities with other county, state, and federal agencies. Provides expert assessment and advice on land acquisition issues to include easements and total takes to assist designers in determining the best and most cost-effective locations for facilities. Directs the preparation of documentation and coordinates legal matters with the Office of the County Attorney; prepares Board matters and coordinates staff work regarding the use of eminent domain. Presents expert testimony in condemnation actions in circuit court. The candidate must have strong written and verbal communication skills and demonstrated ability to work with others in a fast-paced, collaborative team environment. Provides supervision, guidance, and training to a branch of LAD staff including engineering technicians, right-of-way agents, and senior right-of-way agents in complex land acquisition projects. Responsible for overall personnel management of all Branch employees. Assists with workload analysis and management, project assignments, key metrics and coordination with other division leaders on successful workload management planning. Assists with division workforce planning and process tasks and reports. May be designated to serve as Acting Director of LAD in the absence of the LAD Director. This position precludes outside work in real estate within Fairfax County.

Required Knowledge Skills and Abilities

  • Ability to plan, organize, coordinate, assign and evaluate the work of professional and support staff in a complex, highly interactive work environment;
  • Ability to direct programs requiring coordination with other governmental agencies, private developers, lending institutions and citizen organizations;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to structure, prepare and deliver concise, understandable presentations on complex issues;

  • Ability to review and analyze construction plans and specifications;
  • Ability to enforce contractual specifications;
  • Ability to train and supervise subordinates.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in urban/regional planning, architecture, landscape architecture, engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Minimum of seven years of progressively responsible experience in the acquisition of land rights (preferably in local, state, or federal government), with demonstrated experience in whole parcel acquisitions and sensitive or controversial projects.
  2. Experience negotiating complex land rights agreements.
  3. Minimum of three years of experience supervising diverse groups of employees related to land acquisition activities.
  4. Two years of experience of basic computer programs and software used in planning, scheduling, and monitoring the progress of land acquisition and project management activities.
  5. Two years for experience in public administration and strategic planning with a strong commitment to customer service.
  6. Possession of a Virginia Real Estate Brokers License, Virginia Real Estate Agent License, Law Degree or Virginia Appraisal License.
  7. Possession of a Certified International Right-of-Way Association (IRWA) Right-of-Way Agent or higher designation and active membership in the IRWA.
  8. Knowledge and experience of modern construction practices and methods.


PHYSICAL REQUIREMENTS:
Communicate orally in an understandable manner. Field review and visually inspect acquisition sites which may include hiking through stream valleys and properties of varying terrain. Ability to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
