Job Announcement

Works as part of a growing human resources team. Reporting to the human resources manager, performs human resources work while serving as a professional resource for their assigned CSB service areas. Responsibilities include personnel actions and position management, recruitment and hiring, Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and Workers Compensation (WC) Administration, policy development/interpretation/guidance, and acting as a liaison with county DHR, CSB Professional Development, CSB Employee Relations and CSB Intern/Volunteer Coordination.

  • Provides managers with guidance on employment, employee relations and other HR issues;
  • Makes recommendations and revisions to departmental HR policies & procedures;
  • Gathers, tracks and analyzes HR metrics, reports, and plans;
  • Manages on-boarding, exit interviews, and other HR-related departmental programs;
  • May supervise clerical and/or paraprofessional personnel in HR-related matters.

  • Knowledge of human resources administration and management principles and practices;
  • Ability to perform a variety of increasingly complex work in human resources;

  • Ability to train and supervise staff.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience. PREFERRED QUALIFICATIONS:
  • Bachelor's degree in human resource management, public administration, or a related field.
  • Full time experience working as a Human Resources Generalist in a human resources office for a local or state government.
  • Experience administering Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Worker's Compensation programs for an organization.
  • Certification from SHRM, HRCI, and/or IPMA-HR
  • Knowledge of federal, state and local HR laws and regulations.
  • Experience in full life cycle recruitment and strong knowledge of the county's employment policies and procedures.
  • Experience with human resources information systems, especially FOCUS/SAP.
  • Demonstrated ability to communicate effectively, both orally and in writing, with employees at all levels.
  • Attention to detail, problem solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment.
  • Experience using word processing, spreadsheet, and presentation software to prepare documents, store, track, manipulate, and analyze information; with advanced skills in Microsoft Office, Excel, Word and Outlook.
  • Experience in SharePoint a plus.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services, and a sanction screening to the satisfaction of the employer. May require working overtime.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent will be required to stand, walk, bend and carry items up to 15 pounds in weight. Ability to use keyboard driven equipment. Must be able to communicate orally and in writing clearly and accurately with others. Ability to travel to various sites. All duties performed with or without reasonable accommodations.
