Supports the Assistant Complex Manager in the day-to-day management of county municipal solid waste operations that could to include the field supervision of staff and activities at either a solid waste transfer station site, a closed solid waste landfill site, and/or a residential curbside collection/recycling operational site. Specific duties include:
  • Manages the environmental technician staff to include all functions related to the collection, segregation, stabilization, packaging, labeling, storage, and disposal of hazardous waste/electronic waste collected from Fairfax County residents through the Fairfax County Household Hazardous Waste Solid Waste Management Program under the direction of the complex manager.
  • Supervises staff to include: employee performance reviews, time and attendance management, employee counseling/disciplinary actions, associated recruitment activities, employee onboard activities, staff training, etc.
  • Creates and schedules staff assignments and monitors work progress.
  • Responsible for maintaining the waste storage area and ensuring that material is properly packaged, profiled, and labeled during accumulation prior to shipment.
  • Conducts all necessary analytical testing methods to ensure proper waste characterization/profiling.
  • Performs lab packing for chemical disposal, coordinates monthly waste shipments of hazardous materials with the county-approved hazardous waste disposal vendor, assists in recycling various waste streams as part of county waste minimization initiatives, assists in conducting business hazardous waste disposal events (VSQGs), and maintains accurate record keeping data for reporting purposes.
  • Ensures QA/QC of relevant paperwork to ensure compliance with all State and Federal regulations (shipping documents, LDRs, Profiles, Packing slips).
  • Implements new program development initiatives at the discretion of the complex manager.
  • Conducts facility-wide compliance audits to include inspections of staging, accumulating, and storage areas to ensure proper housekeeping procedures, compliance, and MS4 Illicit Discharge and Improper Disposal (IDID) regulatory requirements.
  • Trained and knowledgeable with RCRA, DOT, and OSHA (HAZWOPER) regulations.
  • Applies all applicable federal, state, and local regulations regarding the acceptance, storage, and disposal of household hazardous waste.
  • Manages onsite Health and Safety Plans to ensure all employees are trained on workplace hazards, respiratory protection, engineering controls, PPE, applicable emergency procedures, and complies with Solid Waste safety programs and guidelines.
  • Responds to, investigates, tracks, and offers guidance for material spills as they occur.
  • Responsible for supervision of functional areas including but not limited to recycling, landfill gas management, mulch grinding operations, special wastes, white goods, construction demolition debris (CDD), glass crushing, and tire disposal.
  • Coordinates orders and maintains supplies with the program supervisor.
  • Assists with invoice reviews to ensure accuracy and compliance with applicable contracts.
  • Provides feedback and input into the budget in regards to goods, services, equipment, and personnel needs.
  • Prepares and reviews accident and injury reports. Serves on incident review committees. Investigates vehicle incidents and workers compensation injuries.
  • Complies with the DPWES Safety Competencies.


Employment Standards

MINIMUM QUALIFICATIONS:
High school diploma or GED issued by a state department of education; plus four years of refuse collection or disposal experience or experience managing field operations involving heavy equipment operations, scheduling, and maintenance, plus two years of experience at the supervisory level.

CERTIFICATES AND LICENSE REQUIRED:
  • Valid Class "B" or higher Commercial Driver's License (CDL) within 12 months of appointment.
  • Forklift Safety Training Certificate within 3 months of appointment.
  • First Aid within 3 months of appointment.
  • AED within 3 months of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
VA Waste Mgmt. Facility Operators License. Three or more years Solid Waste experience. Three or more years Supervising more than 50 employees. Proficient knowledge of RCRA Hazardous Waste, non- RCRA hazardous waste, non-hazardous Waste, and Universal Waste. Knowledge of OSHA HAZCOM, GHS, and SDS Instructions. Experience in waste sampling determination methods. Proficient experience with Microsoft Office Suite. Proficient knowledge with RCRA, DOT, and HAZWOPER. Resource, Conservation and Recovery Act Certification. DOT Hazardous Material Employee Certification. 40-HAZWOPER certification.

PHYSICAL REQUIREMENTS:
Ability to lift up to 50 pounds, stand, walk, climb, use hands to finger, handle, or keyboard, reach with hands and arms, and stoop. Incumbent may be exposed to dangerous machinery, loud noises, extreme weather conditions, hazardous chemicals, odors, and infectious diseases. All duties performed with or without reasonable accommodations.
