Job Announcement

The Fairfax County Fire and Rescue Department is seeking an innovative, highly talented and experienced individual to drive GIS technology across the agency and lead a team of GIS professionals.

Supervises a team of GIS analysts that utilize spatially enabled applications, database management systems, and business intelligence applications to innovatively design and develop solutions for public safety and emergency management incident responses and strategic decisions. Plans, evaluates, and implements new GIS systems or upgrades to existing solutions that enhance operational and administrative functionality for the agency. Collaborates with other county agencies, local jurisdictions, and regional partners to perform complex spatial analysis and integrate data. Ensures fire box and response plans are updated in CAD to reflect evolving county development. Meets with customers to determine system needs during an implementation or system upgrades or enhancements. Maintains GIS technology refresh schedule for the agency. Organizes, prepares, and maintains system documentation. Coordinates with DIT GIS to ensure that Fire & Rescue’s needs are conveyed and that solutions are in accord with county standards or policies. Participates in developing COOP and DR for agency systems and evaluating new technologies supporting agency tactical technology, Internet of things (IoT) for public safety, and agency strategic planning.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer science, geography or related field; plus three years of experience in working with and developing systems utilizing GIS platforms such as ESRI’s ArcGIS Desktop or Server software suite; or performing GIS modeling (e.g., relationship classes, topologies, 3-D, object, data) and spatial analysis (e.g., proximity analysis, image analysis, routing analysis). One of the three years of experience must have been in the capacity of a team or project lead in developing or implementing complex information systems.

PREFERRED QUALIFICATIONS:
  • Working knowledge of Esri ArcGIS Enterprise, Esri ArcGIS Pro, Esri ArcGIS Desktop, Esri ArcGIS Online
  • Working knowledge of Survey123 for ArcGIS, ArcGIS Collector, Explorer for ArcGIS, Tracker for ArcGIS, ArcGIS QuickCapture, Operations Dashboard for ArcGIS, Spatial Analyst, Network Analyst, Insights
  • Working knowledge of Microsoft SQL Server
  • Working knowledge of Microsoft Power BI
  • Experience designing and managing SQL databases and Geodatabases
  • Considerable knowledge of writing scripts such as SQL, Python
  • Experience designing and managing GIS system architecture to support departmental geospatial solutions
  • Excellent verbal and written communication skills.
  • Ability to deliver IT proposals and project status effectively to non-IT leadership personnel
  • Proven ability to communicate complex technical concepts to a wide range of audiences
  • Ability to work well with others in a team environment
  • Ability to manage medium to large complex technical projects
  • Ability to plan, organize, and coordinate the work of subordinate staff
  • Ability to assist subordinate analyst in solving GIS systems and analytical problems

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, sanctions check, and a driving records check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, carrying up to 20 pounds. Ability to operate keyboard-driven equipment. Ability to input, access, and retrieve information from a computer. Ability to lift up to 20 pounds. All duties performed with or without reasonable accommodations.
