Job Announcement

Works as the Head Start (HS) Education manager. Ensures the curriculum is implemented as prescribed, provides ongoing monitoring of classrooms and supervises HS classroom teaching staff. Provides technical assistance, training and disseminates early childhood resources and information to teaching staff. Collaborates and plans with other early childhood professionals to ensure quality services are provided to children ages three to five. Works under the supervision of the Head Start Coordinator.

Program Management
  • Monitor and supervise Head Start teaching staff and ensure that the curriculum is being implemented as prescribed.
  • Provide feedback to teachers on an ongoing basis on the implementation of developmentally appropriate best practices based on Creative Curriculum, TS Gold, PALS, Brigance, and other educational support programs implemented in the program.
  • Review weekly lesson plans and provide input to teachers on assessment data collected on preschool age children.
  • Ensure health and safety learning environments are being provided in all classrooms at all times.
  • Develop, implement, and monitor the teacher and substitute classroom coverage system.
  • Develop school readiness goals with teaching staff and track the outcomes of obtaining these goals.
  • Prepare an annual report on Head Start school readiness outcomes.
  • Follows Fairfax County Policies and Procedures for hiring of teaching staff and substitutes.
  • Oversee and collaborate with Great Ideas, teaching, mental health, health and family services staff to identify children who may be in need of more specialized services.
  • Program Monitoring
  • Ensure program is in compliance with Head Start Program Performance Standards, Virginia State Licensing Regulations at all times by monitoring daily child-teacher ratios and health and safety practices.
  • Monitor that data is entered into TS GOLD and ChildPlus in a timely matter and that data entered is accurate.
  • Develop and implement an effective classroom monitoring system to ensure teachers receive biweekly feedback on their classroom practices.
  • Monitor the outcomes of the supervision/mentoring/coaching model being implemented and that results of CLASS observations are shared with teachers and embedded into their professional development plan.
  • Planning
  • Serve on the Greater Mount Vernon Community Head Start Management Team to ensure high quality coordinated programing occurs with other service areas (i.e. health, nutrition and family and community engagement).
  • Provide leadership on the development and implementation of the Head Start School Readiness Plan, Policies and Procedures, and other duties/projects as assigned.

Interagency Community Liaison
  • Participates in design, development and completion of the annual program self-assessment and evaluation of the program
  • Provides reports on the status of early childhood services.
  • Participates on writing teams and other related work as required
  • Represents Greater Mount Vernon Head Start on community early childhood school readiness committees
  • Develop and implement a comprehensive Kindergarten transition plan for Head Start children.

Policy Implementation
  • Annually updates early childhood policies and procedures for teaching staff.
  • Orients staff on Fairfax County Government Policies and Procedures and ensures policies are being implemented and adhered to.

Communication
  • Effectively and clearly communicates program related issues to staff, management and the public.
  • Coordinates and conducts meetings.
  • Addresses a variety of audiences on the school readiness outcomes of Head Start children
  • Participates in the development and oversees the implementation of special projects.

Staff Development
  • Seeks innovative ways to use teamwork in carrying out work assignments.
  • Prioritizes workloads for supervised staff by reviewing work assignments, curriculum implementation and school readiness outcomes.
  • Counsels and coaches supervised staff on performance, recommends appropriate professional development and provides effective feedback.
  • Reviews and approves leave requests and time and attendance.
  • Prepares and conducts performance evaluations in a timely manner.
  • Collaborate with the Greater Mount Vernon Management team to identify, develop and implement, and evaluate a high-quality technical assistance training plan for teaching staff.

Note: *This is a merit, grant-funded position. It is anticipated that funding will be renewed upon grant expiration.

Illustrative Duties

  • Serves as the "expert" within a function, a particular field of knowledge or services (e.g., disabilities, health, education, child care referral) within a broad program area;
  • Assists in developing, enhancing, and assessing programs;
  • Recommends changes to local policies and procedures;
  • Assesses needs, and develops, delivers, and evaluates training programs;
  • Oversees delivery of technical assistance provided to providers, parents, centers, and the community;
  • Coordinates services with other governmental programs and community organizations;
  • Works with multidisciplinary teams to develop plans to best meet children's needs;
  • Reviews research and demographic data for official county reports;
  • Maintains current knowledge of legislation, best practices, and performance measures;
  • Updates systems and resources to match current program strategies;
  • Monitors programs for compliance with applicable federal, state, and local laws and regulations;
  • Assists in researching and writing grant proposals and seeking innovative funding sources;
  • Oversees a program site and manages services within that site;
  • Supervises other professional and support staff within the program area;
  • Prioritizes workloads of staff and manages caseload distribution;
  • Participates in the hiring and evaluation process of staff in the program area.


Required Knowledge Skills and Abilities

  • Knowledge of the principles, concepts, and methodology of assigned area of accountability;
  • and/or extensive knowledge in particular area of expertise;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to keep current on the latest theories of early childhood development and education;
  • Ability to work independently and as a member of a team;
  • Ability to manage projects and supervise others;
  • Ability to assess, deliver, and evaluate training.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a degree in early childhood education, psychology, social work, or a closely related field; plus two years of experience in day care administration, early childhood education, or related human service administration.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Spanish language proficiency,
  • Master’s in Early Childhood Education.
  • Supervisory experience.
  • Experience working with preschool age children.
  • Experience in child care administration or early childhood (birth to 5 years old) development programs.
  • Experience with coaching others in the implementation of curriculum, or experience in using a curriculum.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
