Job Announcement

Serves as the content area specialist responsible for supervising, monitoring, and providing training and technical assistance on health and nutrition in the Early Head Start/Head Start grantee operated program. Works under the general supervision of the Head Start Coordinator.

Program Management
  • Effectively guides and directs Greater Mount Vernon Community Head Start health and conducts regular program evaluation.
  • Develops and annually updates Health Service Area Plan in coordination with the other service areas.
  • Serves on the management team of the Greater Mount Vernon Community Head Start Program.
  • Participates in the updates and development of policies and procedures as needed, providing the necessary guidance and implementation.
  • Implements and maintains procedures for monitoring Greater Mount Vernon Community Head Start Program health service area through ChildPlus to ensure compliance with federal Head Start Performance Standards and other local and state regulations.
  • Monitors health and safety practices of kitchen staff.
  • Provides technical assistance and training to parents and others, as needed.
  • Establishes collaborative partnerships and maintains existing partnerships to support the Greater Mount Vernon Community Head Start Program Early Head Start/Head Start children, pregnant women, and families.
  • Participates in the completion of the annual Greater Mount Vernon Community Head Start Program self-assessment and evaluation.
  • Monitors that children receive health services in accordance with Head Start Performance Standards, Virginia DSS Licensure standards and Virginia Early Periodic Screening Diagnosis and Treatment (EPSDT) requirements.

Policy Implementation
  • Correctly interprets and effectively implements program policies and procedures.
  • Monitors Greater Mount Vernon Community Head Start Program health service area through ChildPlus to ensure compliance with federal Head Start Performance Standards and other local and state regulations.
  • Monitors and tracks the Greater Mount Vernon Community Head Start Program outcomes related to health.
  • Analyzes health findings and makes recommendations for improvements.
  • Provides follow-up and technical assistance upon completion of a review, self-assessment, and ongoing monitoring as related to the Greater Mount Vernon Community Head Start Program health service area.

Interagency/Community Liaison
  • Works effectively with staff from other agencies and the community to facilitate smooth administrative processes and to ensure that the needs of the grantee operated program and the community are met.
  • Establishes collaborative partnerships and maintains existing partnerships to support the Greater Mount Vernon Community Head Start Program Early Head Start/Head Start children, pregnant women, and families.
  • Develops and participates in training with Early Head Start/Head Start health staff.

Supervision/Leadership
  • Provides input into individualized staff development plans that include staff training needs and goals for professional development.
  • Works effectively with staff from other agencies and the community to facilitate smooth administrative processes and to ensure that the needs of the grantee operated program and the community are met.

Project Management
  • Leads or coordinates projects, ensuring effective planning and efficient use of resources, meeting of deadlines and accomplishment of goals.
  • Monitors and tracks project outcomes.
  • Uses project outcomes in program planning and improvement.
  • Ensures that health data in ChildPlus is current and accurate, and generates ongoing reports.
  • Collaborates with Education Managers to integrate all education aspects of the health and nutrition services into program activities.
  • Works in collaboration with Nutritionist to ensure accuracy of monthly food vendor invoices for USDA reimbursement.


Illustrative Duties

  • Serves as the "expert" within a function, a particular field of knowledge or services (e.g., disabilities, health, education, child care referral) within a broad program area;
  • Assists in developing, enhancing, and assessing programs;
  • Recommends changes to local policies and procedures;
  • Assesses needs, and develops, delivers, and evaluates training programs;
  • Oversees delivery of technical assistance provided to providers, parents, centers, and the community;
  • Coordinates services with other governmental programs and community organizations;
  • Works with multidisciplinary teams to develop plans to best meet children's needs;
  • Reviews research and demographic data for official county reports;
  • Maintains current knowledge of legislation, best practices, and performance measures;
  • Updates systems and resources to match current program strategies;
  • Monitors programs for compliance with applicable federal, state, and local laws and regulations;
  • Assists in researching and writing grant proposals and seeking innovative funding sources;
  • Oversees a program site and manages services within that site;
  • Supervises other professional and support staff within the program area;
  • Prioritizes workloads of staff and manages caseload distribution;
  • Participates in the hiring and evaluation process of staff in the program area.


Required Knowledge Skills and Abilities

  • Knowledge of the principles, concepts, and methodology of assigned area of accountability;
  • and/or extensive knowledge in particular area of expertise;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to keep current on the latest theories of early childhood development and education;
  • Ability to work independently and as a member of a team;
  • Ability to manage projects and supervise others;
  • Ability to assess, deliver, and evaluate training.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a degree in early childhood education, psychology, social work, or a closely related field; plus two years of experience in day care administration, early childhood education, or related human service administration.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • More than three years in a public health related field.
  • More than three years of experience in a full-time Supervisory position.
  • Knowledge of Head Start performance standards.
  • Knowledge of Va Dss health regulations in child care facilities.
  • Knowledge of health-related community resources to support families.
  • Bilingual preferred.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
