Works as a senior epidemiologist in leading the Population Health Section in an expanding Division of Epidemiology and Population Health. The Division established a Population Health program in 2018 and is seeking an epidemiologist who is experienced in population health to lead efforts to improve health outcomes across the county and reduce health inequities. Experience investigating, preventing, and reducing adverse health outcomes from chronic health conditions, intentional and unintentional injuries, and/or substance use is required. Key capabilities for this position include strategic thinking and planning; an ability to motivate, catalyze and coordinate work of other agencies and the community; experience addressing underlying causes of poor population health outcomes and disparities; and strong epidemiological skills.

The successful candidate will undertake the following key activities to advance population health:
  • Continue development of the population health scope-of-work, informed by Fairfax County’s Community Health Improvement Plan, data on health burden and disparities, and emerging threats.
  • Apply epidemiological approaches to monitor the health status, outcomes and disparities among the Fairfax County population, and describe the determinants of disease in the population.
  • Provide technical expertise and assistance in the design, implementation, evaluation, and improvement of interventions to improve population health outcomes and reduce inequities.
  • Collaborate with other programs within FCHD, other Fairfax County agencies, and community organizations to address the underlying causes of poor health and reduce health disparities.
  • Lead and manage the Population Health Epidemiology Section; provide supervision, support and professional development for a multidisciplinary team.
  • Present data and epidemiological analyses to support decision-making and catalyze action.
  • Obtain grant funding and implement research on population health issues, presenting and publishing results.
Fairfax County is the largest health jurisdiction in Virginia and in the National Capital Region including about 1.2 million people; the population is demographically diverse with over 30% being foreign born. FCHD's location allows for the development of partnerships with leaders in public health at Federal agencies, universities, and non-profits across the National Capital Region.

Note -The hourly salary rate will not exceed the midpoint of $51.77

Required Knowledge Skills and Abilities

Advanced knowledge of principles and methods of public health practice, collecting, tabulating and interpreting public health and medical statistical data;
Advanced knowledge of the principles, methods and practice of demography, biostatistics and epidemiology as applied to public health;
Advanced knowledge and technical expertise in surveillance, evidence-based public health approaches to prevent and control diseases;
Advanced knowledge of survey instruments, data collection and computerized database management;
Advanced knowledge of communicable diseases, chronic conditions and other public health issues;
Advanced knowledge of epidemic and outbreak characteristics;
Advanced knowledge of the demographics and characteristics of populations;
Advanced knowledge of applied research methods and techniques, survey conduction, data analysis;

Thorough knowledge of the objectives, scope, and functions of Federal, State and local health laws, regulations and ordinances that apply to public health and the ability to interpret and apply them correctly;
Knowledge of public health emergency preparedness;
Ability to provide effective technical assistance, consultation and, where appropriate, presentations to Public Health Department staff, other county agencies or the public, as required;
Ability to communicate clearly and concisely, both orally and in writing with all levels, including senior County management, the public, media, elected officials and representatives of other government agencies;
Ability to identify and determine appropriate methods to analyze, research and interpret data and draw sound conclusions;
Ability to translate and communicate epidemiologic and statistical information clearly and concisely, both orally and in writing for both technical and non-technical audiences;
Ability to use a computer and statistical analysis software in order to conduct advanced evaluation and interpretation of epidemiological and statistical data;
Ability to develop, plan and coordinate services with other disciplines; and work within multidisciplinary teams;
Ability to exercise initiative, resourcefulness and sound judgement;
Ability to provide effective leadership and effective decision making;
Ability to establish and maintain effective working relationships with a variety of individuals: the public, elected officials and representatives of government agencies;
Ability to oversee multiple projects in an environment of changing priorities and time constraints.

Employment Standards

MINIMUM QUALIFICATIONS:
Advanced degree in epidemiology: doctorate degree (Ph.D.) plus five years of experience in epidemiology-related work, or master's degree in public health (MPH) or master of science (MS) with graduate work in epidemiology and/or biostatistics plus eight years of experience in epidemiology-related work; plus, two years of supervisory/managerial positions or equivalent experience managing staff.

CERTIFICATES AND LICENSES REQUIRED:
  • Possession of a valid motor vehicle driver's license.
  • AED - Required within 60 days
  • CPR - Required within 60 days

PREFERRED QUALIFICATIONS:
  • Experience investigating, preventing, and reducing adverse health outcomes from chronic health conditions, intentional and unintentional injuries, and/or substance use.
  • Experience in program development and implementation, and engagement in working groups or advisory committees related to chronic disease, injury prevention, or substance use prevention.
  • Considerable background in and knowledge of epidemiological principles and practices related to population health assessment, data interpretation, and quantitative and qualitative methods.
  • Knowledge and understanding of health disparities, root causes, and systemic biases and experience analyzing and implementing programs to reduce inequities.
  • Experience managing and supervising staff with a range of training and experience, from doctoral level epidemiologists to postgraduate student interns.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
