Summary

This position is located in the Architect of the Capitol, Office of the Chief Operating Officer, Planning and Project Management, Project Management Division, Construction Management Branch. The selected individual will serve as the Senior Construction Manager on the Cannon renewal and other AOC construction programs and/or projects that are large in scale, scope and complexity.

Responsibilities

The individual selected for this position will be responsible for monitoring design, construction, commissioning and turnover of major capital projects as follows:
  • Applies a practical knowledge of sound constructability requirements and related construction practices to ensure the use of appropriate construction materials, compliance with design specifications and cost estimates during construction. Reviews layout and scheduling of operations to include inspection and quality assurance for materials, methods and equipment. Performs planning, monitoring, budgeting, reporting, assessing, overseeing, allocating, adjusting, controlling, preserving, advising and evaluating with respect to assigned areas of accountability and responsibility.
  • Performs planning, monitoring, budgeting, reporting, assessing, overseeing, allocating, adjusting, controlling, preserving, advising and evaluating with respect to assigned areas of accountability and responsibility. Evaluates contractor program and/or project management duties not requiring professional knowledge or skill in applying principles of engineering or architecture.
  • Serves as Contracting Officer's Technical Representative (COTR) with responsibility for ensuring compliance with contract specifications and timelines. Exercises independent authority as a master of major construction projects to include planning, construction and commissioning. Makes decisions and commitments within established guidelines and broad delegated authority. Oversees the execution of multi-million dollar contracts.
  • Serves as the primary point of contact for AOC clients as part of the Construction Management Branch leadership role. Coordinates with jurisdiction experts, Congressional staff and other government officials as required. Exercises extreme diplomacy in the course of these contacts. Works with clients from design through post-renewal re-occupancy of impacted spaces.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes the following:
  • Planning, organizing, and administering a multi-million dollar construction management program;
  • Supervising a construction management workforce to include performance management evaluations; and
  • Advising and providing solutions to senior level management on major issues on construction projects and complex problems that cross organizational boundaries.


Education

A bachelor's degree or higher from an accredited college or university is required for all AOC positions at grade GS-14 and above.

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
