Responsibilities

As a Management Analyst with the Department of the Interior, Office of the Solicitor, Departmental Ethics Office located in Washington, DC your specific duties will include:
  • Analyzes ethics processes and developing and managing electronic tracking systems for ethics records (e.g., ethics advice emails, memos and approval forms, Federal Advisory Committee lists, Freedom of Information Act requests).
  • Manages long-term projects and special non-recurring projects, which involve defining problems, gathering data, and coordinating, analyzing, evaluating, compiling, and preparing final.
  • Technical lead supporting the DEO with online communications and training systems. Researches, analyzes, and evaluates existing online learning sites for possible application by the Program.
  • Coordinates, tracks, and monitors program related actions communicating results regarding the status of program and/or personnel actions.
  • Prepares a variety of reports, memorandums, creates templates, formats data, and tabulates information in final form, ensuring the material complies with prescribed formats, policy, regulations, and other data requirements. Along with required human resources, fiscal documents and reports for the supervisor and other members of the management team.
  • Develops standards and guidelines to advise management and staff of new regulations and administrative procedures affecting administration of the office. Assists in development of new office procedures to increase efficiency with minimal supervision.
  • Prepares required reports for DOI and the Office of Government Ethics (OGE) (e.g., bi-annual reports to OGE listing travel expense donations from non-Federal sources; and annual OGE Ethics Office summary report). Gathers and prepares materials for periodic DEO reviews and audits conducted by DOI and OGE.
  • Develops and manages program records systems including (but not limited to) ethics program files, correspondence, advisory opinions, memoranda of understanding (MOUs), training records are adequate to meet or exceed OGE program review (audit) requirements.

    Qualifications

    For GS-12 :

    Applicants must meet the following to qualify for the GS-12 level:

    One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work: 1) Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives; 2) designing, developing, implementing, and maintaining control systems for financial management tracking updates. Assignments were planned and carried out independently, resolving most of the conflicts that arose, coordinating the work with others as necessary, relating new work situations to precedent ones, extending or modifying existing techniques, and interpreting and applying program policy in terms of established objectives.

    For GS-13 :

    Applicants must meet the following to qualify for the GS-13 level:

    One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work may include: formulating program plans; conducting studies on assembly, analysis, and interpretation of data; planning, organizing, completing project assignments requiring coordination of work; and utilizing administrative/financial data systems.
    You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
