Summary

This position is placed in the Program Executive Office (PEO).

Serves as the technical expert in the multidisciplinary fields of enterprise architecture, tool development, systems engineering, information assurance and related subject matter areas that pertain to an information enterprise. Serves as a permanent member of the PEO, Office of the Risk Management Executive (RME). Serves as continuing advocacy for secure data strategy requirements with the DCSA Chief Data Officer (CDO).

Responsibilities

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) (DEPUTY RME) you will be responsible for the following duties:
  • Serves as the Deputy Risk Management Executive for Threat and Assessment, supporting assessment and authorization decisions by the Authorizing Official, leveraging the Risk Management Framework, in compliance with all DoD and Federal cybersecurity and information technology risk management policies and regulations.
  • The incumbent is a seasoned enterprise information technology security architect and engineer who provides a high degree of technical expertise, broad programmatic knowledge and leadership for the definition, coordination and implementation of strategies/programs to realize coordinated Information Security (IS) architecture and engineering standards and tool development for the PEO.
  • Provides leadership for continuing assessment and integration of emerging information technology and for the definition of Information Assurance/ Information Security (IA/IS) policy statements governing these activities across the DoD. The incumbent reports to the RME.

  • The incumbent must sign a Statement of Understanding regarding the certification requirement and maintaining the appropriate certification is a condition of employment.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes; evaluating and advising administrative support systems and work distribution; identifying data and resources; developing analyses, policies, data, management plans, procedures, and standards; and researching and reviewing business practices, efficiency, and management. Providing information assurance, confidentiality, integrity, and availability by protecting and defending information and information systems. or implement strategy and plans for utilization, tracking and management of information resources by testing, monitoring and evaluating Information Technology technologies during design and development.

Specifically you will be evaluated on the following competencies:

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
