Summary

The Capitol Power Plant (CPP) is seeking a Supervisory Electrical Engineer to be responsible for managing and supervising all aspects of utility engineering, maintenance, repairs and projects for the CPP while ensuring compliance with safety and environmental policies and regulations. Utility Services includes utility distribution steam and chilled water services, utility distribution high voltage electrical services and electrical electronics services.

Responsibilities

Supervisory Responsibilities
  • Provides supervision of the Utility Services Division engineering and maintenance staff, which includes three branches, to ensure the CPP utility services are safely and efficiently distributed to the Capitol Campus (House and Senate Office Buildings, the Capitol Building, the Capitol Visitor Center, U.S. Botanic Garden, the Supreme Court), Library of Congress, Union Station and the Government Printing Office (GPO).
  • Provides administrative and technical supervision of the Utility Services Division that includes three branches; Utility Distribution Branch, Distribution High Voltage Branch and Electronics Engineering Branch. Manages the work of day shift and evening shift Wage Grade employees and General Schedule employees and supervises strict compliance with safety rules and standard operating and maintenance procedures.
  • Manages and supports daily maintenance activities such as planning, coordinating and controlling utility service equipment maintenance in accordance with written requirements, procedures and schedules. Coordinates the development of utility service equipment procedures and instructions, including safety procedures, statutory regulations, outage schedules and routine test and inspection schedules.
  • Is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Provides or receives training to ensure that required Personal Protective Equipment (PPE) is utilized.

Project Management
  • Responsible for the development of plans and schedules which are responsive to the dynamic nature of AOC and CPP schedules and formulated and executed to minimize potential impacts to the AOC community. Identifies actions required to execute the project directed, as well as to accommodate changes leading to the assurance of safety, construction, electrical and electronic engineering requirements and efficient use of equipment during operational aspects of the proj Provides program management by exercising project control and authority throughout the various phases of engineering projects.

Utility Distribution Systems Management
  • Performs planning necessary to accomplish technical, professional engineering and maintenance functions for programs essential to utility distribution daily operations. Oversees utility distribution maintenance activities to ensure compliance with all applicable environmental policies and regulations.
  • Responsible for the acquisition, installation, maintenance, repair and operation of utility distribution systems and equipment. Performs related management, engineering and other support This includes:

(a) Acquisition, accountability and disposal of equipment;

(b) Planning and programming of total requirements for the maintenance, repair and

efficiency of utility services;

(c) Maintenance and repair of structures and associated equipment; and

(d) Furnishing engineering service and activities.

Electrical and Electronic Management
  • Exercises responsibility for the planning, design, direction, execution and control of electrical and electronic engineering modernization, preventive maintenance and repair projects for the AOC and CPP. The scope of construction projects may involve the management of multi-million dollar budgets.
  • Provides electrical and electronic engineering guidance related to the unique architectural characteristics of AOC facilities through thorough reviews of design documents for the most economic and reliable design choices.

Contractor Oversight
  • Serves as an expert technical advisor in the preparation of contracts for design, renovation, modernization and repair of electrical and electronic projects. Ensures technical specifications are clearly and precisely delineated in contracts, work schedules are realistic and that planned activities can be handled safely and in accordance with all applicable technical and professional standards.
  • Upon initiation of work, maintains contact with contractors and oversees work efforts through project inspectors to ensure that contract specifications are being followed. Serves as an expert technical contact and Contracting Officer's Technical Representative (COTR).

Technical Advice and Guidance
  • Acts as an expert consultant on the most challenging problems in electrical and electronic engineering for the CPP and assists other AOC organizations. Works with all levels of local management and program officials, key personnel of other Agency locations, other government agencies and private industry to resolve and track complex and controversial problems that arise.
  • Provides expert advice to the officials and staff of AOC jurisdictions, including the Superintendent organizations and CPP Management, regarding electrical and electronic aspects of design, modernization, operation, repair and maintenance systems and equipment.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.

Specialized experience is defined as having 4 out of 5 of the following: (1) Providing supervision, leadership and guidance to support the growth and development of engineering and trade staff; (2) Providing expert advice regarding electrical and electronic aspects of design, modernization, operation, and repair of utility distribution systems and equipment; (3) Exercising project control (ex., scheduling, resources, trades) in the execution of electrical and electronic engineering projects; (4) Serving as a Contracting Officer Technical Representative (COTR) or equivalent on assigned construction and consultant contracts; and (5) Developing and executing actions to meet strategic goals.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service.

Education

This position requires a Bachelor's Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

OR

A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

Transcripts must be provided if selected.

All positions GS-14 and higher at the AOC require 4 year degrees.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
