Responsibilities

MAJOR DUTIES:

As a Health Scientist for the Evaluation, Analysis, and Dissemination Branch, your major duties and responsibilities include:
  • Providing technical guidance for the evaluation of HIV/AIDS service programs administered.
  • Design, analyze, and disseminate HIV/AIDS service program data to facilitate program monitoring as well as determine the most effective methods for disseminating findings from aggregate- and client-level data collection systems.
  • Identify, design, and conduct analyses (qualitative and/or quantitative) of program data and prepare written and analytical reports.
  • Provide expertise on planning, designing, and developing materials and documents for dissemination.
  • Prepare written materials of a scientific nature such as summaries or reports of study findings, or progress reports on active grants.
  • Analyze reports and data collected by grantees and contractors and prepare reviews of these documents for recommendation.

EDUCATION: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

QUALIFICATIONS:

GS-12: In addition to meeting the Basic Education Requirement, to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of qualifying specialize experience at the GS-11 level include the following types of tasks performed on a regular and recurring basis: Conducting and analyzing scientific studies or surveys related to public health programs; developing conclusions and action plans based on statistical results; and, developing statistical tables and technical reports on scientific research or health related topics.

GS-13: In addition to meeting the Basic Education Requirement, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying specialize experience at the GS-12 level include the following types of tasks performed on a regular and recurring basis: Synthesizing data on public health related issues such as HIV-related health issues; providing scientific leadership in formulating, developing, implementing, and evaluating scientific studies or surveys; and, providing technical advice on the application of advanced statistical analysis, theories, and methodologies.

Applicants will be evaluated on the following competencies:

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.

SCIENTIFIC REVIEW MANAGEMENT - Plans and conducts scientific review activities to ensure an unbiased, informed review process, and successful programmatic outcomes.

QUANTITATIVE/QUALITATIVE ANALYSIS - Examines and evaluates data to manage and achieve results.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
