There is one vacancy and it may be filled at either the Washington, DC or Austin, TX duty station.
The incumbent serves as a Lead Statistician in the Office of Internal Audit and is assigned to the Supervisor, Statistics and Analytics Division.

Responsibilities

Major Duties Include:
  • Coaching the team in the selection and application of appropriate statistical methods and techniques and providing advice on work methods, practices and procedures and distributing and balancing workload among employees.
  • Performing statistical computing and application of appropriate statistical methods and techniques and providing advice on work methods, practices, and procedures.
  • Analyzing databases and interpreting epidemiological and resource utilization data to identify and assess issues in the quality of patient care.
  • Conducting cross sectional data analysis and longitudinal data analysis
  • Drafting reports and presenting findings.
  • Conducting statistical analysis using VHA health care corporate patient care database, patient death registries, quality of care information systems and reports on statistical trends for VA health care facilities and identifying areas of vulnerability.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements: You must meet one of the following Basic Requirements below to be eligible for the Lead Statistician (Health) GS-1530-14.

Degree: Successful completion of a Bachelor's (or higher) degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. (TRANSCRIPT REQUIRED)
OR
Combination of education and experience: courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.(TRANSCRIPT REQUIRED)

In addition to the Basic Requirements above, to qualify for this position at the GS-13 level, you must meet the following specialized experience:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying the principles, theories, and methodologies of biostatistics and data-analytic, evaluation methods and tools and statistical programming; analyzing clinical epidemiologic and health care data; interpreting results of epidemiologic investigations; manipulating complex health care databases; evaluating quality of care issues, extrapolating findings to complex health care issues and propose recommendations.

You will be rated on the following Competencies for this position:
  • Knowledge of statistical theory and application
  • Ability to determine sample sizes, define data collection methodology and parameters and collect data.
  • Ability to analyze and interpret epidemiological statistics and data used to produce results.
  • Ability to collect and analyze data.
  • Ability to develop instrumentation and methodologies for analyzing data and presenting findings
  • Ability to design, analyze, and implement targeted statistical studies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
