Summary

Goddard Space Flight Center's Procurement Operations Division (Code 210) seeks a highly skilled individual to serve as Procurement Manager. The incumbent in this position will be responsible for coordinating, directing, and supervising all activities within a procurement program area. This position is located at Goddard Space Flight Center's Wallops Flight Facility (WFF).

  • Serve as a Supervisory Contract Specialist, and have responsibility for all pre-award and post award phases of procurement.
  • Adjust the organization of the procurement staff, as required, to accommodate changes in procurement objectives or to solve recurring problems.
  • You will be responsible for procurement actions that include a wide array of complex professional and technical services where there is a lack of precedent and experience.
  • Develop and establish the contractual strategy for the overall acquisition program.
  • Utilize authority for all contractual actions and phases, including planning, solicitation, negotiation, contract award, and contract administration including claims, terminations, and closeouts.
  • Approve procurement instruments, documentation, and correspondence to assure adherence to the Agency procurement regulations and policies.
  • Oversee the development and recommendation for contracting policies in a functional area of procurement, including responsibility for formulating guidelines and providing policy interpretation to subordinate contracting activities.

In addition to the basic education requirement, you must have one year of specialized experience equivalent to the next lower grade which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience equivalent to the next lower grade (GS-13), includes experience such as:

Having senior-level responsibility in performing procurement planning and negotiation, formulating guidelines, applying and interpreting procurement policies to advise on contracting matters, and leading other contract specialists on complex contracting processes and functions.

Basic requirement: Applicants must have completed a 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.

Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, supply chain management or organization and management.

A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, OR

B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (http://www.hq.nasa.gov/office/procurement/Trainreq.doc), and at least 4 years of experience in contracting or related positions.

C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000, including positions at the same grade if the specialized experience requirements are met.

The accreditation, type of degree, and coursework taken will determine if the basic education requirements are met.
