Summary

About the Position: This position is located with the Program Executive Office Intelligence, Electronic Warfare & Sensors (PEO IEW&S) located at Aberdeen Proving Ground, MD. The PEO works closely with the TRADOC Centers of Excellence from Intelligence, Cyber, Mission Command, Maneuver, Maneuver Support, Aviation and Fires. Due to the extremely diversified portfolio, the PEO supports a wide range of organizations throughout the Army, as well as Joint and coalition partners.

Responsibilities

  • Develops, maintains, and coordinates a responsive financial management program to assure availability or resources to meet established milestones and events for development and fielding of the system.
  • Reviews, analyzes and evaluates accomplishment of overall program by review or reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.
  • Develops plans and objectives for assigned systems/programs.
  • Analyzes requirements, coordinates, develops, defends and presents data for major program reviews such as the Command budget estimate and the resource management update for the operations and maintenance appropriation.
  • Provides staff guidance and direction to elements engaged in the development and implementation of plans and objectives to assure that actions are in keeping with PEO/PM and higher echelon objectives.

  • Financial Management Level II Certification Required Within 24 Months of Entrance on Duty.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

  • This position requires Financial Disclosure (OGE 450).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) developing and maintaining a responsive financial management program for multiple programs; 2) coordinating with multiple functional stakeholders; 3) planning or coordinating financial transactions; 4) Planning, justifying, or defending program requirements in support of annual budget submissions, reviews, or taskings; and 5) identifying financial/programmatic problem areas and recommending or directing preventive measures or solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).

Selectees must meet the position requirements for certification at Level 2 in Business-Financial Management within 24 months of entrance on duty.   • This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
