This position in the Office of the Managing Director located in Washington, DC.

This position is only open to competitive service Federal Employees of the Federal Communications Commission (FCC) (i.e. Internal Employees/Agency Employees). Note: As provided in PL 114-47, Land Management eligible employees may also apply.

Plans and manages major highly complex professional agency organizational program segments which are characterized by such features as regulatory or oversight coverage which extends to most or all government agencies or private sector entities involved in the assignment area. Serves as senior strategic planner for the agency. Articulates, publishes and measures agency-wide goals structured to track progress toward the FCC vision and mission. Monitors and analyzes FCC programs on relevant topics, issues, evaluates their potential impact on FCC's mission and objectives, and develops and contributes to the agency's position. Identifies policies and programs impeding successful attainment of agency strategic objectives. Conducts program management oversight for FCC's contract/ procurement functions and information technology applications. Advises and consults with the Managing Director on all OMD administrative and management functions (including: contracting and procurement, financial management, and human resources, communications, information technology, security and other services.

Travel Required

Occasional travel - Less than 10%, majority of travel is for training and conferences.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
  • Experience providing authoritative and expert advice, consultation, guidance and assistance to senior management officials about the implementation and management of IT projects.
  • Experience providing authoritative advice, guidance, and support on short-term actions and solutions to mitigate complex, unique and/or crisis level IT problems.
  • Experience building and executing processes for continuing improvement for integrating user requirements with evolving technology and improved service delivery methods.
  • Experience establishing and managing a team of IT Intrapreneurs designated to support Bureaus and Offices.
  • Experience serving as a senior member on various agency councils and committees formed to review, recommend and update IT strategies and related budgets.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    2.Skill in analyzing and evaluating program management, policies, regulations, goals and objectives.

    3. Ability to interpret programs and policies.

    4. Knowledge of organizational program segments (i.e., contracting, financial management, security and human resources).

    5. Knowledge and experience developing procedures and systems for assessing the effectiveness of program management processes; establishing long range, intermediate and short range plans; allocating resources and providing a reporting and evaluation system to determine program/project effectiveness.
