Summary

About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Position, Navigation, and Timing (PNT) is the Army's lead acquisition developer tasked with developing, modernizing, and integrating optimal and affordable PNT capabilities to promote decisive action in Army Operations.

Responsibilities

  • Manages the full range of acquisition planning and contract management functions.
  • Identifies, within assigned programs/projects, those large-scale subsystems, components and services to be acquired by contract. Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization.
  • Serves as a primary representative on procurement task forces.
  • Prepares reports and briefs higher headquarters on the status of contracts. Monitors and provides training, as necessary, for ethics programs such as Standards of Conduct and Procurement Integrity.
  • Publishes informational material to inform, clarify, and explain regulatory and policy changes and to note recurring errors observed during contract review.
  • Oversees work performed by contracting staff; and guides team leaders in analyzing, justifying, and developing recommendations.
  • Sets and adjusts short and long-term priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selection consideration of the difficulty and other factors.
  • Performs the full range of supervisory responsibilities.
  • Support multiple projects with a mission of development, acquisition, testing, integration, production, and fielding of weapon systems to the Army world-wide.

  • This position is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Contracting within 24 months for entrance on duty
  • Financial Disclosure (OGE 450) upon appointment and annually thereafter
  • Selectee must execute, as a condition of employment, a written agreement to remain in the Federal service in this position for at least three years.
  • This is a designated Critical Acquisition Position. Individuals selected must either be an acquisition corps member or be eligible for a waiver prior to entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-03. Specialized experience is defined as: Experience planning and the development of Acquisition Requirement Packages to include pre-award and post award processes; Conducting reviews of contract specification/contract changes to ensure policy and regulatory compliance; experience making recommendations and decision related to program planning and evaluation of long-range acquisition projects; and providing technical oversight, performance objectives and goals and assigning work and responsibilities to subordinates, and evaluating employee performance.
