Summary

This position is located in the Procurement Management Branch (PMB). PMB is responsible for the acquisition of equipment, supplies and services necessary for the OIG to achieve its goals and objectives.

Responsibilities

  • Assists the PMB Branch Chief in leading and coordinating the formulation and implementation of OIG policies, programs, methods, procedures, and instructions for administrative management support functions.
  • Provides guidance to personnel in requesting offices in the development of statements of work or item requirements, and formulates the contracting approach that will best satisfy the requirement, e.g., sealed bidding or negotiated contracts.
  • Drafts the solicitation documents including devising special terms and conditions.
  • Prepares necessary pre-solicitation clearances including findings and determinations.
  • Determines the type of contract best suited to the requirement and develop special clauses and terms and conditions applicable to the solicitation.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

BASIC REQUIREMENT:

Degree:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Must submit transcripts.

OR
Held a position in the GS-1102 series since January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under the following provision. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

GS -13
Specialized Experience:Have one or more years of specialized work experience equivalent to at least the GS-12 grade level in the Federal service performing the following contract activities: 1) Initiating, developing, and recommending policies, procedures, guidance, and operating programs in all areas of procurement and related issues; 2) interpreting policies, regulations and administrative procedures regarding procurement; 3) developing and establish agency goals and objectives;4) conducting analytical studies and assessment of procurement to make recommendation for improvement; AND 5) researching, selecting, interpreting, and applying a variety of regulations, policies, or procedures applicable to contracting solicitation, award, and/or close out for assigned customers/organizations. Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.
1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).
2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service.
