Responsibilities

  • Consult and give advice to top-level Subject Matter Experts (SME)s and Agency officials on segments of health and/or human services statistical projects.
  • Identify specific statistical research areas that merit investigation and/or develop new hypotheses and approaches for studies and programmatic changes, to evaluate the feasibility of such endeavors.
  • Initiate, formulate, plan, execute, and control statistical impact studies, which are designed for the purpose of identifying, analyzing, and reporting on health-related issues.
  • Give advice to management on the selection of appropriate study designs, statistical analysis, measures, and/or the interpretation of study results, as well as grants, cooperative agreements, challenges, and studies.
  • Conduct statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services programs, and/or pharmaceutical and medical disease research.
  • Develop and disseminate results of research projects in a wide range of venues to include publications, peer reviewed journals, summaries, manuscripts, and special reports.

Qualifications

The Office of the Assistant Secretary for Health oversees the U.S. Department of Health and Human Services' key public health offices and programs, a number of Presidential and Secretarial advisory committees, 10 regional health offices across the nation, and the Office of the Surgeon General and the U.S. Public Health Service Commissioned Corps. OASH is committed to leading America to healthier lives.

As a Statistician (Biology), you will be responsible for conducting data collection research programs that involve a wide variety of issues from designing and selecting samples to tabulating and analyzing results; documenting the statistical aspects of research when new theory and methods need development; and providing expert and authoritative advice to officials and scientists of the Agency in the areas of statistical applications to support complex biomedical research projects.

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.. Note: You must provide transcripts (official or unofficial) to support this claim.

OR

B. Have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Note: You must provide transcripts (official or unofficial) and your resume must support your claim of professional statistical work.

NOTE: Credit toward meeting statistical course requirements for the Statistician (Biology), position may be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Specialized Experience:
GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service that includes the following:
  • Supporting the delivery of data on a variety of health science issues involving the theory or application of statistical methods;
  • Applying multi-faceted modeling techniques to determine statistical associations in the health field (e.g., logistic regression and survival rates);
  • Communicating study results or findings to internal/external stakeholders to assist with their work on research, administrative, or operational programs; and
  • Developing and delivering presentations, journal articles, or organizational reports.
Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that includes the following:
  • Providing subject matter advice and consultation on a variety of health science issues involving the theory or application of statistical methods;
  • Coordinating specialized and multi-faceted statistical research projects to make authoritative and final decisions requiring considerable technical and administrative judgment;
  • Applying multi-faceted modeling techniques to determine statistical associations in the health field (e.g., logistic regression and survival rates);
  • Consulting and giving advice to top level subject matter specialists or officials responsible for broad research, administrative, or operational programs; and
  • Serving as lead author on presentations, journal articles, or organizational reports.
