Personnel manages all personnel services, including hiring, promotions, disciplinary actions, training, benefits, & payroll. Incumbent serves as HR Specialist performing operational assignments to include classification, organizational analysis, recruitment, placement & staffing. The work involves applying the full range of HR methods, principles, practices & evaluative methodologies in consult or resolution of the full range of operational problems, from recurring, complex & unprecedented.

Responsibilities

The incumbent serves as an HR Specialist performing operational assignments, position classification, organizational analysis, recruitment, placement, and staffing. The work involves applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems, which range from recurring through complex and unprecedented.

As a HR Specialist (Class/Recruit/Placement) on the Personnel Staff, responsibilities will include:
  • Studying and advising managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
  • Developing long- and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies, availability of candidates, career development patterns, and reorganization proposals.
  • Advising management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
  • Providing guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention.
  • Executing recruitment, placement, RIF, and related programs for assigned organizations. Taking all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals.
  • Making full use of special employment programs for students, youth, veterans, the disabled, underutilized employees, minorities, and disadvantaged candidates.
  • Orienting new, high level employees on OPM, ATR, and Department HR policies, rules, regulations, rights, benefits, services, and related matters.
  • Managing and maintaining full visibility over all personnel actions and providing advice and assistance in all stages of the recruitment process.
  • Evaluating position management in assigned organizations and providing assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Performing audits, special reviews, and management analysis surveys to identify problems in alignment, supervisor/employee ratios, delineation of duties and responsibilities, career development opportunities in the organization structure, employee retention, delegations of authority, and economy of the grade structure.
  • Providing reports to operating officials and making recommendations for reorganization, expansion, consolidation of functions, establishment of trainee level and intermediate positions, changes in skills distribution, promotions, etc.
  • Analyzing and classifying individual positions descriptions, including gathering and studying data on the job content, knowledge, and skills involved, and determining the responsibilities and extent of authority of the position in relation to other positions, which may seem to overlap.
  • Determining the correct classification by comparison to existing standards related to the work, and preparing necessary evaluation statements.
  • Coordinating with management and ensuring that new classification standards are applied within established time frame.
  • Conducting research and providing advisory opinions.
  • Performing other duties as assigned.

Qualifications

To qualify at the GS-12 level, applicants must possess one year of specialized experience at or equivalent to the GS-11 level. Note: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled.

EXAMPLES of qualifying specialized experience include:
  • utilizing USA Staffing or other automated staffing system to prepare vacancy announcements, evaluate applicants' eligibility and qualifications, and refer best qualified candidates for consideration under delegated examining and merit promotion procedures;
  • determining and setting pay for competitive and non-competitive service employees;
  • analyzing, classifying, and evaluating positions to assign the appropriate title, occupational series and grade;
  • developing job analyses to establish and validate rating, ranking, and selection criteria for general schedule positions;
  • reviewing vacancy announcements and/or personnel actions coded and processed by other HR Specialists, providing feedback as to issues in coding, and investigating and resolving errors in processing of personnel actions.
To qualify at the GS-13 level, applicants must possess one year of specialized experience at or equivalent to the GS-12 level.

EXAMPLES of qualifying specialized experience include:
  • providing professional advisory services in the areas of recruitment and placement, staffing, position management, and classification, which demonstrate expertise in conducting research and providing law, rule and regulation in response to management inquiries;
  • developing and classifying complete position descriptions with appropriate title, occupational series, and grade, as well as, extensive evaluation statements explaining the rationale;
  • developing and updating policies and standard operating procedures for recruitment and staffing programs;
  • working with managers and subject matter experts in performing job analyses to establish and validate rating, ranking, and selection criteria for general schedule positions of varied series and with positive education requirements;
  • performing audits as an independent evaluator of a recruitment and staffing program identifying recommended or required actions, and identifying weaknesses and potential risks of a program;
  • conducting management analysis surveys to identify problems in classification and staffing areas;
  • providing customer service to managers and leadership in a fast-paced environment requiring quick turnaround times.
