The purpose of this position is to serve as a Junior Intelligence Research Specialist Financial Analyst in the Office of Intelligence and Analysis (OIA).

Responsibilities

Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Perform a broad range of analytical and short-suspense assignments involving banking, economic, financial, and all-source intelligence analysis on illicit finance issues including the structure and operations of foreign terrorist groups, WMD proliferators, criminal and rogue regime networks, state and non-state malicious cyber actors, or other entities posing a threat to US national security.
  • Serve as a Subject Matter Expert (SME) on illicit issues, including money laundering, securities fraud, and other deceptive financial practices and/or licit financial issues.
  • Identify information gaps and intelligence requirements considering actual and potential problems, reconciles conflicting data sources, and collaborates with Intelligence Community counterparts to produce verbal, written, and graphical presentations of results to Treasury, Intelligence Community, U.S. Government interagency, and foreign government audiences.
  • Produce and brief in-depth, all-source intelligence reports, papers and assessments.

Qualifications

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes AT LEAST 3 of the following:

-Conducting research and analysis and preparing finished intelligence products on national security, intelligence, economics, sanctions, banking, financial networks, terrorism or terrorist finance topics; OR

-Preparing intelligence-based analytical assessments and presenting research findings to senior level management; OR

-Performing analytical assignments involving economic, financial, and all-source intelligence analysis on the structure and operations of foreign terrorist groups, WMD proliferators, criminal financial networks, or other entities posing a threat to US national security; OR

-Researching, structuring, and integrating intelligence data with other financial and economic data to generate integrated and coherent analysis; OR

-Conducting macroeconomic, trade, direct foreign investment, debt sustainability, exchange rate, financial, energy and/or other industry-focused analysis; OR

-Providing intelligence briefing and/or intelligence support to customers; OR

-Using economic and/or financial data, in combination with forecasts and other economic and financial reporting, to generate coherent analysis.

Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:

-Analyzing and interpreting data and preparing reports on financial-, banking operations- or economic-related topics; OR

-Preparing reports on national security, intelligence, economics or sanctions-related topics; OR

-Preparing focused analytical assessments; OR

-Researching transactional, statistical, budgetary, or other quantitative sets and using data software programs to analyze collection results; OR

-Researching the operations, practices and/or support structures of financial networks; OR

-Researching terrorism, intelligence or sanctions-related topics; OR

-Researching macroeconomics, trade, foreign direct investment, debt sustainability, exchange rate, finance, energy or other industries; OR

-Experience in economic policy, international or development economics, finance or financial markets.

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, if related; OR

3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related; OR

You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:

-Analyzing and interpreting large data sets using data software programs; OR

-Preparing focused analytical assessments, briefs or memos; OR

-Preparing reports on national security, intelligence, economics or sanctions-related topics; OR

-Researching transactional, statistical, budgetary, or other quantitative data; OR

-Creating models, surveys or algorithms using data software programs to analyze data collection results; OR -Reading and using macroeconomic data, economic reports, and/or industry studies; OR

-Experience in economic policy, international or development economics, or finance and financial markets.

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, if related; OR
2 full years of progressively higher-level graduate education leading to such a degree, if related; or LL.B. or J.D., if related; OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined with experience.

CONDITIONS OF EMPLOYMENT:
- A one year trial period may be required.
- Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
- Must be eligible for Sensitive Compartmented Information (SCI) access.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
