Responsibilities

As a Budget Analyst within the Office of Administration, some of your specific duties will include:
  • Serves as the Science Support program coordinator and coordinates the preparation and presentation of the Science Support budget. Primary liaison with the USGS Office of Budget, Planning, and Integration (BPI) and responsible for coordinating responses to BPI data calls.
  • Prepares all Science Support budget submission documents (e.g. Greenbook input), which ultimately is presented to DOI/OMB/Congress. Develops detailed strategy and background documentation for presenting the Science Support budget to BPI and senior USGS Leadership.
  • Works closely with the Associate Director (AD) and Deputy AD, as well as other Office Directors and Office Chiefs to ensure the Science Support budget is properly described, fully supportive of program initiatives, and accurately compiled.
  • Assists the AD and Deputy AD in decision making and policy implementation by providing objective information and analyses regarding management and policy issues/concerns. Provides analysis of department and bureau-level initiatives and directives to determine how they affect operations or workforce. Assists in writing, revising policies and manuals, and researches issues to provide decision-quality information to leadership.
  • As a key member of the senior staff, formulates long and short-range policies, program plans, and other management efforts to obtain a systematic approach to improved coordination and effectiveness of diverse nationwide program operations and serves as an advocate for bureau programs.

    • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

    Qualifications

    For GS-14 :
    Applicants must have one year of specialized experience at or equal to the next lower grade level. Examples of this experience may include, but is not limited to: Experience performing a full range of budget analysis functions that includes forecasting, formulation, justification, presentation, and execution; Working with other management officials to develop budget estimates and goals while working independently to identify and resolve issues or discrepancies within budget cycles; Searching for, compiling and analyzing historical statistical and narrative data relating to budgetary planning to determine the impact of higher level decisions and possible organizational impact; and recommending improvements to management officials on budget operations and systems.
