Responsibilities

As a SAFETY AND OCCUPATIONAL HEALTH MANAGER at the GS-0018-13 some of your typical work assignments may include:
  • Oversees and manages a comprehensive occupational safety program.
  • Coordinates complex issues pertaining to environmental protection, restoration, compliance, remediation, conservation, and pollution prevention for DTRA.
  • Responds to environmental quality policy inquiries from congressional offices, DoD, local and national offices of environmental groups.
  • Receives and reviews regulations, directives and memoranda on environmental requirements.
  • Investigates work-related accidents and near misses to determine root causes, contributing factors, and the appropriate corrective actions.
  • Conducts workplace inspections in accordance with 29 CFR 1960, and recommends and implements corrective actions.
  • Coordinates with others and ensures hazards are abated timely and efficiently. Works with various entities, internal and external to DTRA on providing the best possible solutions on ergonomic equipment, indoor air quality and other industrial hygiene specific concerns.
  • Communicates the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.

Qualifications

There is an Individual Occupational Requirement for the 0018 series. In addition to meeting the Specialized Experience requirements stated below, applicants must also demonstrate they meet the either:

A. Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

B. Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Leading, Safety and Occupational Health (SOH) Manager of an Agency, responsible for the oversight and management of the Environmental, Safety and Occupational Health (ESOH) Program.
  • Managing an Agency's ESOH Program according to Federal, State, DoD and local environmental and occupational safety and health laws and regulations.
  • Coaching, facilitating and/or negotiating in coordinating team initiatives and in consensus building activities among team members.
  • Communicating the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.
  • Devising and recommending new methods, programs, and policies to bring deficient areas into compliance with applicable environmental and occupational safety legislation.
  • Designing and conducting environmental and occupational safety specific training.

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Leading, Safety and Occupational Health (SOH) Manager of an Agency, responsible for the oversight and management of the Environmental, Safety and Occupational Health (ESOH) Program.
  • Managing an Agency's ESOH Program according to Federal, State, DoD and local environmental and occupational safety and health laws and regulations.
  • Coaching, facilitating and/or negotiating in coordinating team initiatives and in consensus building activities among team members.
  • Communicating the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.
  • Devising and recommending new methods, programs, and policies to bring deficient areas into compliance with applicable environmental and occupational safety legislation.
  • Designing and conducting environmental and occupational safety specific training.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
