Summary

This position is located with the Data Management and Support Center, Office of Academic Affiliations (OAA), Veterans Health Administration (VHA) Central Office. OAA collaborates closely with academic and professional communities to educate the next generation of health care professions and to identify and develop new specialized areas of clinical training.

The duty location of this position will be either Washington DC or St. Louis, MO.

Responsibilities

The incumbent of this position will work in data management, web design and maintenance, SharePoint design and administration, and the design and management of database and complex multi-site, multi-source datasets. Duties include, but are not limited to:
  • Leverages SharePoint 365 to Design and Administer web-based applications.
  • Implements new initiatives and projects to strengthen facilitate and integrate initiative-related projects into overall Department strategies and priorities.
  • Responsible for technical writing, and desktop publishing related to web design and maintenance, SharePoint design and administration.
  • Writes technical reports and accurately reflect findings and recommendations related to program management activities and status.
  • Develops materials and tools to assist managers in utilizing data and reports that are produced because of the technical nature of data and coding languages.
  • Produces technical analytical reports translating knowledge of all relevant coding languages into meaningful management information.
  • Webmaster programming and project development to include coding the site; adding new content and features; enhancing navigation through tweaking Java Script, advances CSS styling and HTML; creating animation, video, sound, logos and artwork.
  • Oversees and manages the daily details of reporting, presentations, and other forms of data dissemination, and completes request for information.
  • Monitors and reports all web traffic, makes all necessary updates to the OAA Websites, repairs any broken links and fixes any reported bugs, and contributes to discussions on ways to improve functionality and usability.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/22/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factor: This position includes a selective placement factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Advanced experience in SharePoint Administration, Website development/maintenance using HTML, CSS, JavaScript; database skills using SQL; and development skills using ASP.NET.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in analysis and requirements gathering, acquisition, design, development, testing, and implementation of enterprise software applications and databases; designing, developing, and testing web-based and Windows based applications; administering and developing SharePoint sites; creating and maintaining database schema, tables, fields, views, user-defined functions (UDFs) and stored procedures; developing reports using Microsoft SQL Server Reporting Services; mastering a wide range of qualitative and/or quantitative methods for the assessment and improvement of business processes and complex automated support systems.
