The Office of External Affairs (OEA) serves as the central point of communications and education on all matters relating to the Food and Drug Administration's (FDA) public health and regulatory activities, including the development, coordination, and management of all FDA communications and outreach efforts to the news media, health professionals, patient advocates, industry, states, consumer groups, and the general public.

Responsibilities

  • As Deputy Associate Commissioner he/she assists the Associate Commissioner, OEA to execute the agency's mission, working with people and programs throughout the agency on strategy and tactics to fulfill goals.
  • The incumbent provides high level expertise to the Associate Commissioner regarding the formulation and implementation of policies, planning and requirements for goals and operational strategies.
  • The Deputy Associate Commissioner participates in top management discussions to determine FDA policies, programs, and the Agency's communications goals.
  • The incumbent works directly with the Associate Commissioner in planning, developing, executing, administering, coordinating, managing and directing the communication of FDA-wide policies and programs.
  • The incumbent provides executive direction and oversight in the execution of the communications and outreach plans, taking into account trending topics across FDA and seeking avenues to increase partnerships within FDA.
  • The incumbent administers the coordination and execution of communications directed toward internal and external audiences including mass information media, organized stakeholder groups, FDA employees and other identified audiences.
  • Provides executive direction and leadership to OEA Directors and is responsible for executing the decisions on major policies, keeping in line with the goals of the Commissioner, to meet the changing needs of the Agency.
  • Ensures the effective exchange of information, collaboration and alignment across the Agency and Department on a whole and on a wide range of key issues and initiatives affecting global, national and regional health programs and resources.
  • The Deputy Associate Commissioner acts as OEA's lead for cross-cutting projects, identifies short-range and long-range goals and priorities for OEA; and oversees strategic planning and execution.
  • Fosters collaboration and regular and routine engagement across OEA, FDA Center leadership, the Office of the Commissioner and HHS OPDIVs/StaffDIVs and the Immediate Office of the Secretary leadership to ensure cross-cutting collaboration.
  • Advises the Associate Commissioner and oversees the planning, development and execution of office priorities, policies and procedures that impact the operations/management and determines their effectiveness.
  • Works with the Associate Commissioner, in the direction and oversight of the Agency's stakeholder relations with regulated industry, academia, ethnic and minority groups/tribal governments and health professionals.
  • Provides leadership to the Agency's internal and external overall office communications ensuring all OEA assets are being utilized and maximized and coordinated across the Agency and Department.
  • Ensures OEA's Associate Commissioner and Office Directors are apprised of and proposes solutions to barriers, issues, and challenges that affect progress on program goals.

Specialized Experience Requirement
To be qualified for this position, your resume must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

Basic Qualifications Requirement
As a basic requirement for entry into the Senior Executive Service (SES), your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the skills and abilities outlined under:

Managerial Qualification (MQ)-- Your résumé must show that you possess the following MQ:
1. Demonstrated experience managing an organization, providing executive direction and oversight to a set of employees with a range of disciplines, including senior advisors and subordinate supervisors; developing and recommending strategy for all external affairs matters, particularly for controversial and time sensitive communication challenges; disciplining employees and evaluating employee performance ; inspiring, motivate and guide others towards team goal accomplishments and fostering team commitment, cohesiveness and trust and develop leadership by coaching, mentoring and rewarding team members.

Public Health Service Commissioned Corps Officers interested in applying for this position to serve in the SES must resign their commission if selected.
