Responsibilities

The Office of the Chief Information Officer (OCIO) needs a highly-qualified individual with cutting edge skills and experience in service management. The Chief Service Manager (CSM) will be assigned enterprise service management responsibilities for Department-wide shared application services. The CSM will provide strategic and tactical advice to the ACIO of Enterprise Applications in high-priority initiatives, to include those not only from Treasury leadership, but also from the White House, National Security Council, Office of Management and Budget (OMB), Office of Personnel Management (OPM), Department of Homeland Security, and National Institute of Standards and Technology. The CSM will also advise on new technologies, processes, and policies that should be put in place to expand shared services throughout the Department and assist in crafting budget justifications, obtaining organizational and leadership buy-in, and project planning and execution.

DUTIES AND RESPONSIBILITIES

Serves as the key advisor to the ACIO of Enterprise Applications on all matters, including policy, enterprise application strategy, program initiatives, best practices, guidelines, processes and standards, as well as the overall management of the Enterprise Applications organization.

Provides strategic, top-level advice on managing IT programs, in accordance with all operating requirements for Federal Information Systems.

Develops a service management strategy that focuses on achieving economies of scale while optimizing service levels for the Treasury OCIO. Develops new insights into situations and applies innovative solutions to make organizational improvements; and designs and implements new or cutting-edge programs and processes.

Determines objectives and strategies, coordinates with other parts of the organization to accomplish goals, monitors and evaluates the progress and outcomes of operational plans, and anticipates potential threats or opportunities.

Builds and maintains cooperative partnerships with customers and stakeholders to ensure Departmental compliance with Federal statutory, legislative, and regulatory requirements. Ensures customer and stakeholder requirements are identified and fully evaluated while mitigating risk of operational disruption and ensuring resilience of critical functions and business processes. Coordinates across OCIO to ensure proper coordination with other service owners, and functional areas within the Department (OCIO, DO, and Bureaus) for the development of integrated services roadmap and portfolio.

Coordinates, plans, develops, and executes special critical and/or sensitive assignments, position papers, proposals, recommendations, white papers, and inquiries for the ACIO of Enterprise Applications.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address the MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ1 Demonstrated leadership at a Federal Agency/HQ level providing strategic and tactical advice on the management and continuous improvement of a Federal Agency IT application portfolio with 100,000+ users to top management officials.

MTQ2 Demonstrated experience in providing expert advice and guidance on developing and executing change management and workforce planning initiatives for a federal IT organization.

MTQ3 Demonstrated knowledge of and ability to develop and execute against a shared services IT strategy that spans the full technology lifecycle from acquisition to decommissioning, and experience developing and executing customer service improvement initiatives within a shared service IT organization.

MTQ4 Demonstrated experience collaborating across multiple areas of an IT organization to identify areas of improvement, recommend strategies and solutions that incorporate latest technology platforms including low-code and cloud-based services, and execute cross-program IT and data integration initiatives
