Summary

The position is located in the Office of the General Counsel's (OGC) Division of Business and Administrative Law (DBAL). DBAL provides legal advice in various program areas or activities, such as budget, contracts, Federal surplus property, the Family Educational Rights and Privacy Act (FERPA), torts, Equal Employment Opportunity (EEO), labor relations, personnel, procurement, appropriations, Freedom of Information Act (FOIA), Privacy Act and Federal advisory committees.

Responsibilities

As a General Attorney, GS-0905-11/12, you will be responsible for:
• Representing the Department's position at hearings and trials including the drafting and filing of all pleadings, discovery, and responses.
• Creating the Department's record by identifying, locating, contacting, and preparing the Department's witnesses and by locating and compiling any documentary support for the case.
• Negotiating with the parties as appropriate, conducting direct and cross examination at the hearings, arranging for the purchase of the transcript as necessary and files all written motions, briefs and other documents as required.
• Advising on procurement and contract matters including the Federal Acquisition Regulations, specification of research, supply, and service contracts, contract performance, and disputes.
• Representing the Department before the Civilian Board of Contract Appeals, the U.S. Government Accountability Office, and the courts in conjunction with the U.S. Department of Justice.

In addition, the attorney may be assigned work in other areas within the purview of the division.

The duties described above reflect the duties at the GS-12 level. If selected at the GS 11 level, selectee will perform similar duties with varying levels of complexity.

Qualifications

Basic Requirements:

You must be a graduate of a law school accredited by the American Bar Association.

Proof of admission to the Bar of the highest court of a state, territory, the District of Columbia, or the Commonwealth of Puerto Rico; and current membership in such Bar as would permit the practice of law. You must be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

PROOF MUST BE SUBMITTED WITH APPLICATION.

Specialized Experience for the GS-11:

One year of experience equivalent to the GS-9 performing all three (3) of the following duties or work assignments:
  • Experience performing legal research on matters related to procurement and contracts matters.
  • Experience drafting answers, motions, briefs and other pleadings in defense of cases filed in courts or administrative tribunals with supervision.
  • Experience preparing written opinions and orally presenting legal and factual arguments.

  • For appointment at the GS-11 level, the following qualification requirements are needed: One (1) or more years of professional legal experience acquired after being admitted to the Bar. You must have one years of specialized experience commensurate with the duties and responsibilities of the position at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform.

    Specialized Experience for the GS-12:

    One year of experience equivalent to the GS-11 performing all three (3) of the following duties or work assignments:
  • Experience providing legal advice on matters related to procurement and contract matters and questions involving the expenditure of large sums of money.
  • Experience representing parties on matters before the Civilian Board of Contract Appeals or the U.S. Government Accountability Office.
  • Experience preparing written opinions and rendering oral legal advice in response to questions on the interpretation of applicable laws, including statutes, regulations, and Comptroller General decisions.

  • For appointment at the GS-12 level, the following qualification requirements are needed: Two (2) or more years of professional legal experience acquired after being admitted to the Bar. You must have one years of specialized experience commensurate with the duties and responsibilities of the position at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform.

    Education

    You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a Bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
