Summary

The Office of Justice for Victims of Overseas Terrorism (OVT) was established in 2005. OVT's mission is to support U.S. victims of overseas terrorism by helping them navigate foreign criminal justice systems and advocate for their voices to be heard around the world. OVT supports U.S. victims and their families in efforts to obtain information, be present during foreign terrorism prosecutions, and have a voice during the proceedings, as permitted by foreign law.

Responsibilities

The incumbent of this position serves as the Director of the Office of Justice for Victims of Overseas Terrorism (OVT). The Director is responsible for leading, managing and implementing all programs developed to achieve OVT's mission to support U.S. victims of overseas terrorism by helping them navigate foreign criminal justice systems and by advocating for the their voices to be heard around the world. The Director is responsible for the following:
  • Developing and overseeing programs to provide direct services to U.S. citizen victims of overseas terrorism.
  • Providing foreign criminal justice system information and case notifications to victims.
  • Advocating for victim attendance and participation in foreign criminal justice systems as permitted by foreign law.
  • Referring victims to U.S. and foreign government and non-government services providers.
  • Providing subject matter expertise to government and non-government organizations delivering international training and technical assistance to encourage recognition of criminal justice system rights for victims of terrorism around the world.
  • Serving as a liaison to other governmental offices in the Justice Department, State Department and other governmental agencies involved in the investigation and prosecution of overseas international terrorism cases and the provision of victim assistance to U.S. victims of overseas terrorism.

  • Must complete a Background Investigation to include drug testing, and be able to qualify for the highest and most sensitive security clearances.

  • Candidates selected for an attorney position with NSD are expected to make a three-year commitment.
  • Periodic domestic and international travel will be required.


Qualifications

Required Qualifications: Applicants must possess the following:
  • J.D. degree;
  • Be duly licensed and authorized to practice as an attorney under the laws of a State, Territory, or the District of Columbia; and
  • Have at least 4-5 years of post J.D. professional experience.
Applicants must also have superior academic credentials, writing and analytic skills. NSD seeks candidates with substantial criminal prosecution and direct crime victim assistance experience. International law and policy, as well as supervision and program management experience, are also preferred.

Suitability and Citizenship: It is the policy of the Department to achieve a drug-free workplace and persons selected for employment will be required to pass a drug test which screens for illegal drug use prior to final appointment. Employment is also contingent upon the completion and satisfactory adjudication of a background investigation. Congress generally prohibits agencies from employing non-citizens within the United States, except for a few narrow exceptions as set forth in the annual Appropriations Act (see, https://www.usajobs.gov/Help/working-in-government/non-citizens/ ). Pursuant to DOJ component policies, only U.S. citizens are eligible for employment with the Executive Office for Immigration Review, U.S. Trustee's Offices, and the Federal Bureau of Investigation. Unless otherwise indicated in a particular job advertisement, qualifying non-U.S. citizens meeting immigration and appropriations law criteria may apply for employment with other DOJ organizations. However, please be advised that the appointment of non-U.S. citizens is extremely rare; such appointments would be possible only if necessary to accomplish the Department's mission and would be subject to strict security requirements. Applicants who hold dual citizenship in the U.S. and another country will be considered on a case-by-case basis. All DOJ employees are subject to a residency requirement. Candidates must have lived in the United States for at least three of the past five years. The three-year period is cumulative, not necessarily consecutive. Federal or military employees, or dependents of federal or military employees serving overseas, are excepted from this requirement. This is a Department security requirement which is waived only for extreme circumstances and handled on a case-by-case basis.

Salary and grade level determinations are made based on the number of years of qualifying experience and current salary level. The salary range for this GS-15 position is: $142,701 - $170,800.

Veterans: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring.
