Responsibilities

The Construction Coordinator works under the general supervision of the Facility Services (FACS) Division Chief. Duties are carried out with a high degree of independence, receiving policy guidance and work guidelines in terms of broad general facility objectives, design standards and space standards. The incumbent is responsible for the oversight, coordination, planning, and management of all construction activities and related work requests that are the responsibility of the FACS division. Completed work is reviewed and evaluated in terms of overall effectiveness in achieving the goals of soundness of overall approach, conformance with controlling management policies, thoroughness, quality of results, and timeliness of completion. Incumbent will use all available resources, both within and outside FACS division to effectively provide outstanding customer support and resolve all facility related requirements.

Applies specialized technical knowledge of engineering concepts, methods, and procedures to analyze and define the requirements of multi-phase projects. Interprets specifications, drawings and other contract documents related to the construction of Library buildings, facility improvements and tenant work and determines whether construction meets contract requirements. Maintains awareness of changes to approved scope of work, outside influences, planning constraints, physical or environmental obstructions, as well as availability of products, labor or materials necessary to the timely completion of projects within established budgets. Confers with designers and with contractor's representatives to resolve construction problems of unusual difficulty and complexity. Authorizes changes that do not modify the designer's intent and do not change cost or time. Furnishes recommendations, including cost estimates, to the Project Manager and contracting officer, in instances where contract cost or time may be altered. Monitors the contractor's quality control procedures, inspections, test, records, and control operations. Takes appropriate action in cases of inadequate or nonconforming performance by stopping work on such activities. Determines the adequacy and validity of the contractor's measurement of completed work and partial payment requests. Reviews the contractors proposed schedule of operations and, in consultation with designers and the FACS division chief, recommends acceptance, modification, or rejection.

Plans specific objectives for the program, including required innovations and improvisations. Prepares detailed cost estimates for use in obtaining project funding and bid evaluation. Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments. Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during the project. Prepare sketches or changes drawings and specifications solving the information needed to address problems as they arise and incorporates these change documents in to the contract performance documents as required. Reviews and evaluates contractor submittals recommending approval, rejection, or receipt.

Participates in the development of scope of work for new construction, alteration, and renovation projects, accomplishes varied and complex project management duties in participation with project teams and makes decisions. Identifies fire protection, construction, life safety, and engineering problems. Seeks advisory input from experts for alternate approaches, through risk assessments, to achieve appropriate modifications to Library facilities. Advises officials of potential life safety hazards, ADA issues and other regulatory issues and recommends remedial action or shutdown as warranted. Refers need for corrective action to the appropriate person/agency. Evaluates new construction, alterations, and/or renovation projects to help ensure compliance with fire protection codes and standards.

Prepares or reviews, within delegated authority, budgetary estimates prepared by subordinate engineers and contract engineers for large, complex, or costly projects. Reviews cost estimates to ensure consideration of all economical influences that might impact cost.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to apply knowledge of architectural and engineering design, construction, and office renovation planning, space utilization, ergonomic principles, and related standards.**

Education

Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • OR
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
