Responsibilities

The duties for this position include but not limited to:

Plans and carries out projects to improve the efficiency and productivity of management and administrative operations.

Conducts studies of performance measures to evaluate organizational productivity.

Identifies organizational trends and areas of weaknesses.

Develops new approaches to resolving productivity problems or issues.

Assists with modifying, revising, or implementing procedures to improve the effectiveness and efficiency of organizational operations.

Evaluates segments or program operations to ensure their consistency with applicable laws, regulations, policies and guidance.

Analyzes administrative work flow or office procedures to ensure organizational efficiencies.

Works with Contract Officer on the development of grant and contract related documents.

Gathers, compiles and analyzes data in order to provide recommendations.

Proposes improvements to internal processes and procedures that promote efficiency and cost savings.

Assists in the development of guidelines, instructions, and procedures for administrative and management activities.

Draws conclusions based on relevant facts to make recommendations to management. Prepares reports to present study findings to senior staff.

Minimum Qualification Requirements

For the GS-09

A. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service assisting with analyzing issues related to productivity, effectiveness, and efficiency of administrative operations. NOTE: Your specialized experience must be clearly defined in the resume.

OR

B. EDUCATION: Must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.B. or J.D., if related to the work associated with this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the 1 year of full-time study requirement. NOTE: The transcript must reflect the date your degree was conferred/awarded.

OR

C. COMBINATION OF EXPERIENCE AND EDUCATION: Must have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 grade level.

For the GS-11

A. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service applying qualitative and quantitative analytical techniques and methods to conduct analytical studies and projects related to management practices and methods for programs; and conducting studies to identify, analyze, and recommend solutions to problems in administrative operations. NOTE: Your specialized experience must be clearly defined in the resume.

OR

B. EDUCATION: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.M., if related to work associated with this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the 1 year of full-time study requirement. NOTE: The transcript must reflect the date your degree was conferred/awarded.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
