The position is located in the Vehicle Management Division, Office of Facilities and Logistics, Office of Chief Administrative Officer, United States Capitol Police (USCP). Serves as the team lead as it relates to fleet matters involving the fleet management program, tag and registration program, key management program and budget administration. Manages all projects associated with these programs and provides training and guidance to VMD personnel within these areas. Manages all changes to the project schedule and acquisition and ensures that any changes are approved and fall in line with original funding allocations for the project and meet the needs of customers/internal stakeholders.

Reviews USCP mission requirements, available resources and budget considerations. Stays abreast of state of the art developments associated with various vehicle manufacturers, makes, models, etc., in order to identify vehicles that meet USCP's needs. Manages the Executive Fleet Management Program for vehicles across the country, determining and vetting required resources as well as ensuring any emergency repairs and regularly scheduled maintenance work is conducted in a cost effective manner that supports mission requirements.

Works closely with General Services Administration personnel, vendors and contractors in the acquisition, modification, alteration, contract administration, transfer and disposal of fleet assets. Regularly meets with Department fleet coordinators on all matters involving fleet management lease programs. Develops and maintains internal controls that track and guide each program to ensure success

In order to qualify, you must meet the education and/or experience requirements described below.

CP-08/GS-10 Equivalent - applicants must have one year (52 weeks) of specialized experience equivalent to at least the CP-07/GS-09 level .which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) tracking and managing expenditures and payments, 2) reviewing budget calls, 3) explains schedules and data requirements to organization managers, 4) monitoring established administrative management requirements for the Vehicle Maintenance Division.

CP-09/GS-11 Equivalent - applicants must have one year (52 weeks) of specialized experience equivalent to at least the CP-08/GS-10 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) monitoring vehicle accidents and repairs and reports abnormalities, 2) monitoring expenditures and forecasts changes that require reprogramming of funds, 3) reviewing information and applying standard analytical techniques; 4) recommending vehicle and equipment repair and replacement based on analysis of costs and value.

Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation.
  • There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
