Summary

This position is in the Facilities Operations Branch (FOB) of the Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). The Branch is responsible for providing a wide variety of administrative support services to the Foundation employees and for the application of rapidly advancing technologies to existing systems and services .

Responsibilities

Under the guidance of the Deputy Division Director, the incumbent is responsible for managing the activities of three sections: the Facilities Management Section, the Security and Emergency Management Section, and the Property and Records Section. Specificially:
  • Supervise four Federal employees (three GS 14 section leads and a GS 9 administrative analyst) and provide oversight to overall branch operations.
  • Responsible for managing the agency's physical security operations, implementing approved facility security enhancements, installations and upgrades, and maintaining cognizance of the overall agency security posture. Manages the Facility Emergency Response Team (FERT) and may serve as Incident Commander during incidents. The incumbent studies program operations, provides administrative decisions, and determines the need for new program requirements, or new or improved guidance and policies for physical security, visitor management, and ID card operations in the form of standard operating procedures or formal bulletins. May represent the agency at Interagency Security Council meetings and events.
  • Responsible for managing the agency's facility, working with both building management representation and the General Services Administration leaseholder to address NSF needs and concerns. Provides recommendations and oversight for all building renovation, construction, and repair activities. Responsible for workspace management policy development and implementation
  • Responsible for managing agency internal personal property and equipment programs, agency fleet reporting and support to agency external property management. Coordinates with agency property management specialists and property custodians to accomplish annual inventory and reporting activities.
  • Provide upper management with normal business reports, ad-hoc report requests, and emerging trends regarding the branch functional areas.
  • Develop metrics to assess program performance, develop other criteria to evaluate and measure effectiveness of program activities, and recommend improvements to Branch planning processes, performance and organizational effectiveness and efficiency.
  • Identifies developmental and training needs of employees, providing or arranging for needed development and training to find ways to improve production or increase the quality branch functional area services.
  • Responsible for overseeing or preparing specifications and provisions for major contracts worth several million dollars over their lifetimes for branch functional areas.

Qualifications

To qualify at the GS-15 level, applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service or laterally perform at the GS-15 level. Examples of specialized experience include collecting and analyzing data, evaluating program activities, interpreting procurement and budget policies, understanding of basic contract administration, and the management of and coordination of logistical requirements associated with facilities, security and property management; capable of managing team or individual efforts in any of the branch functional domains; and developing plans for acquisition of resources and services related to branch operations.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

* Applicants must obtain their supervisor's approval to apply for any detail opportunity. * Any candidate selected for a detail will remain at his/her current grade and rate of pay. * This detail/temporary promotion is for a period of (120-days) and may be extended up to (one year) without further competition. * The detail/temporary promotion may be terminated at any time during this period. * Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.

Relocation Expenses will not be paid.
