Responsibilities

The Business Systems Team Lead manages a team of five Federal and eight contractor staff and provides technical input, direction, and/or consultation for multiple business systems including but not limited to the Core Financial System (CFS), Commerce Business Systems (CBS) Portal, CBS Oracle Reports and Excel-Downloads, solvency applications such as MyTools and other Oracle Forms applications, Data Warehouse Budget and Execution (B&E) module, Commerce Standard Acquisition and Reporting System (CSTARS), Grants Management Information System (GMIS), Sunflower property management, Maximo facilities management, SAP Business Objects, and associated interfaces. These NIST hosted applications support NIST, the Department of Commerce Headquarters (DOC) and many of DOC's smaller bureaus. This leadership involves managing a multi-million-dollar support contract, designing/overseeing project plans, designs, implementations, operations (i.e., tier-3 support), and coordination with NIST Database and System Administration partners to ensure successful project completion.

The Team Lead will also work closely with the Office of Financial Resource Management counterparts to support interfaces to Commerce-hosted solutions such as E2 Solutions for Travel, moveLINQS for Travel relocation, SmartPay3 for Purchase Card Reconciliation, and to support future financial system interfaces associated with the Business Applications Solution (BAS). BAS is a department-led effort to implement modern business systems (such as Oracle eBusiness Suite) Commerce-wide.

Qualifications

Basic Requirements:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all position's individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Selective Factor:

    In addition to the basic requirements for the position, applicants must meet the following Selective Factor: Do you possess a current/active PMI-PMP Certification or a FAC-P/PM Certification (mid- or senior-level)? A copy of the certification must be submitted as part of your application package.

    Specialized Experience:

    In addition to the basic requirements and the Selective Factor, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience with project management, supporting financial management systems and (a) leading people in a complex technical environment; AND, (b) developing and communicating complex technical and policy ideas through written and oral means, both within and outside the organization; AND (c) developing impactful project or programs that address critical industry challenges.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
