Responsibilities

Typical duties include:
  • Serve as project lead on human resources and performance management consulting projects for customer agencies.
  • Perform the full range of performance management and employee relations services, including conducting trainings for customer agencies.
  • Plan, develop agendas, and facilitate focus groups and workshops with customer agency subject matter experts to collect and/or convey information on organizational performance and strategic planning.
  • Consult with customer agency supervisors and advise on employee relations options and actions, considering each unique situation and the associated agency's practices.
  • Provide technical advice on discipline, grievance, and performance issues.
  • Develop new or modified work methods, approaches, or procedures for customer agencies' management to use to develop employee performance plans and appraisal forms; takes or advise on performance, disciplinary, and adverse actions, and develop and deliver specialized training and workshops.
  • Develop proposal, cost estimates, and other contractual documents based on customer's needs and expectations.

Occasional travel - Travel averages 25% yearly but may exceed that percentage during periods of increased service delivery.

Qualifications

For the GS-13: You must have at least one full year (52-weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 grade level in the Federal service performing human resources work. Examples of qualifying experience are as follows:
  • Serving as a project lead in support of human resources business lines and program areas, specifically in the areas of individual and organizational performance, employee relations, and labor relations;
  • Facilitating pre-agreement meetings with customers and developing proposals and/or detailed project plans to address identified needs;
  • Identifying short- and long- term strategies to address agency human resource needs;
  • Reviewing and revising the goals and objectives for specific reimbursable projects;
  • Providing technical performance management expertise to operating human resources offices, agency management officials, and other agency program staff to address complex problems and needs; and
  • Conducting training courses for agencies.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
