Responsibilities

As an electronics engineer, plans and accomplishes highly complex and challenging projects/programs
and other work activities under the minimal direction of a manager or higher level professional.
Acts as a principal technical specialist or team leader for large work activities.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts
applicable to the electronics engineering discipline, as well as an understanding of new
technologies and methodologies, to solve complex problems and to develop improved technical
processes for the organization. Considers the objectives of the major subdivision and LOB/SO when
developing, integrating and implementing solutions to diverse, complex problems. Assignments
frequently require knowledge and experience working across functional and/or organizational
lines. Typical assignments may include: system design reviews of non-federal systems/ services,
review of NAS integration plans for non-federal systems/services; extensive research; and direct
responsibility for project management.

Applies technical knowledge of electronic systems to complex system design approval and/or type certification projects. Evaluates non­ federal facilities of legacy equipment types, including but not limited to ILS, VOR, DME, and NDB. Evaluates the electronic properties used in components, products, or systems to determine suitability for use by non-federal entities in the NAS. Leads technical reviews of vendor-developed system documentation, to include safety assurance, software/hardware design assurance, system level verification, and system engineering documentation, to ensure compliance with FAA performance standards. Examines vendor quality assurance, configuration management, and verification processes to ensure alignment with industry best practices. Drafts safety risk management documentation for systems being approved for NAS use

Develops standards for non-federal versions of legacy technologies. Analyzes design and performance of equipment and systems and identifies performance, reliability, or service continuity complexities. Evaluates proposed modifications of non-federally developed electronics components or systems. Participates in the review of vendor-developed commercial instruction books. Audits and verifies vendor-developed training materials for consistency with other system technical documentation. Coordinates training scope, delivery method, and materials development between the applicant and FAA training organization. Generates performance exams for non­ federal technicians.

Applies project management principles for NAS modernization initiatives, including identifying, procuring, distributing and tracking resources needed to accomplish large projects. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on
projects and other work activities. As a technical point of contact, works collaboratively with FAA
and Industry partners to coordinate and lead Non-Federal system approval projects. Communicates
results to all levels internally (within an LOB/SO or across LOBs/SOs) and externally. Plays a lead
role in drafting, reviewing, and editing reports or contractual documents for final approval prior
to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Qualifications

Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than 1st year physics & chemistry) in 5 of these 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience - college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2)a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. THE ADEQUACY OF SUCH BACKGROUND MUST BE DEMONSTRATED BY ONE OF THE FOLLOWING: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR evidence of having successfully passed the Engineer-in-Training (EIT) exam, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences AND in engineering that included the courses specified in paragraph 1; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, computer science, mathematics, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision.

In addition to the above, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I or FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position:

Experience applying engineering principles to assess the safety impacts of NAS systems and services.
