Summary

Chief of Surgery oversees all matters related to the internal and external operations of the service, ensuring that the network mission is met while operating in accordance with Department of Veterans Affairs (VA) policies and standards of Federal and accrediting agencies external to VA. Incumbent will manage and direct major specialty treatment programs at this multidivisional facility.

Responsibilities

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salem VA Medical Center (VAMC) in Salem, Virginia, within the Chief of Staff's office.

Incumbent must possess advanced practice skills and judgment, demonstrating a high level of professional competency in managing assignments/projects of a broad scope, magnitude and complexity. In addition to Major Duties outlined herein, Chief of Surgery will have collateral assignments determined by the needs of the local facility, the VISN and/or VACO. Major Duties include, but are not limited to:

- Supervision of developing, planning, clarifying, administering and managing all Surgical Services areas of the Medical Center.
- Coordinate with other service chiefs of problems involving the relationship of activities to the various units and programs. Cooperation with other service chiefs on programs that cross service lines.
- Develop and implementation of information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization, revenue maximization and patient satisfaction.
- Participate in Medical Center wide activities and projects that involve older Veterans and service on Medical Center committees, including lead of Surgical and Other Invasive Procedure (SOIP) Committee.
- Supervise a group of employees performing work at various Title 5 GS and title 38 levels including administrative officer, secretary, providers (MD, PA), and Health Technicians.
- Provide administrative and technical supervision necessary for accomplishing the work of the unit/service including outreach efforts and VA Clinic involvement at other sites within a Health Care System.
- Responsibility for administrative supervision of residents and fellows assigned to programs. Collaboration with program coordinators and academic affiliation partners is required to provide a successful learning environment.
- Establish guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
- Assists State, local, and private agencies, and universities based on monitoring activities, program reviews, and the development and analysis of information.
- Establish systems and procedures to monitor and control the financial resources assigned to Surgical Services.
- Manage staff training to ensure that required training is accomplished for purposes of maintaining ongoing skills, new developments in the field, orientation of staff to the VA, and The Joint Commission and Long-Term Care Institute requirements and Licensing.
- Develops and monitors Functional Statements/Position Descriptions, staffing levels, Cost Distribution Reports (CDR) allocations, Decision Support System (DSS) mapping and monitoring.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.

Physical Requirements: Incumbent needs to be mobile in that the job requires: sitting, walking, standing, and bending. Work requires trips daily from employee's work-site to other areas throughout the Medical Center

Annual leave shall accrue for full-time physicians at the rate of eight (8) hours per biweekly pay period.
