Business Planning Analyst Marketing Statement:

The Planning, Performance and Improvement (PPI) unit of the Internal Business Operations department is the central collaborative team whose central mission is to promote the highest and best use of IBOP's budget and human capital resources. By coordinating and leveraging IBOP's resources, we can better succeed in performance improvements on behalf of WMATA.

The Business Planning Analyst position will be charged with working closely with business or program owners to define and deliver metrics, datasets, and analytics design to better understand, track and manage our work. This individual will be asked to perform daily, weekly, and monthly reviews of processes and metrics across the six IBOP business units. Key skillsets include:
  • The ability to understand datasets and quickly analyze and converse on findings
  • The ability to perform detailed analysis and offer detailed documentation to support findings
  • Investigative curiosity to better understand data and what it means
  • Customer orientation and focus and be able to work closely with our internal teams to achieve results

Minimum Qualifications

Education
  • Bachelor's degree in Business Administration, Planning, Organization Development, Finance, Accounting, or related field.

Experience
  • A minimum of five (5) years progressively responsible experience in strategic management, performance measurement, business administration, or related field.

Certification/Licensure
  • N/A

Preferred Education
  • Master's degree in Business Administration, Organization Development, Planning, or relate field.

Experience
  • A minimum of three (3) years progressively responsible experience in strategic management, performance measurement, or related field.

Medical Group

Job Summary

The Business Analyst is a high level professional and technical position involving the development and analysis of the Internal Business Operations (IBOP) strategic planning, performance measurement, and performance management systems. Incumbent uses innovative development techniques, corporate/transit best practices, and in-depth evaluation. Analyzes current performance, identifies new business models and markets, and develops implementation strategies and plans. Results provide refined critical information to enable effective organizational performance management, overview and leadership. The incumbent communicates regularly with executive staff and Agency personnel.

Incumbent also performs departmental strategic assessments, efficiency analyses, budgeting, and financial reporting. Incumbent conducts special departmental studies and analyzes expense trends and budget variances to direct future monthly expenditures and adjustment and to ensure efficient management of department resources.

Essential Functions
  • Updates and implements the corporate strategic plan for the Authority. Develops, analyzes, and evaluates strategic plan metrics and corporate performance monitoring systems.
  • Plans, develops, and evaluates strategic initiative, programs, policies, and procedures for IBOP
  • Independently conducts analytical studies.
  • Completes detailed office by office analysis of annual operating budget submissions, monthly expense trends, and budget variances. Develops departmental forecasts.
  • Serves as project analyst to resolve problems and to meet IBOP objectives and Authority strategic goals. Conducts special studies like efficiency analyses and functional analyses.
  • Prepares "spot" reports on transit issues such as new service delivery systems, industry trends, and innovations in the transportation industry.
  • Responds to inquiries from members of Congress; Federal, state, regional, and local officials, the Board of Directors and the public.
  • Prepares and presents reports and recommendations.
  • Attends meetings, hearings, high level planning sessions, and other activities essential to the execution of the functional responsibilities of IBOP

Other Functions
  • Maintains effective working relationships with individuals and organizations with whom interface and cooperation are required.
