Job Summary/Company:

Sparks Group in collaboration with a management consulting firm, is searching for a skilled and proactive Procurement Analyst. The Analyst will be responsible for procurement functions, managing and reporting metrics for activities within the department. They will contribute to updates and changes to Procurement department policies and procedures. The ideal candidate will have prior federal contracting experience and hold an active secret clearance. Responsibilities:
  • Manage multiple procurement activities, assess risks and develop plans in all the phases of procurement process
  • Manage contracts and maintain vendor relationships as related to administration, negotiation and operational issues
  • Analyze existing acquisition policies; develop new policies and issuances based on policy changes
  • Assess and identify needs, determine requirements and develop purchasing plans
  • Evaluate proposals and negotiate terms and conditions; develop negotiation strategy
  • Conduct compliance reviews of solicitations, contracts files, and other contract related documents to ensure compliance with federal policies
  • Manage full life-cycle of multiple procurement and process several Purchase and Change Orders
  • Draft artifacts like Statements of Work and Non-Disclosure Agreements; establish timelines, project plans and execute roll-outs
  • Act as the point of contact for internal and external contacts, providing guidance on all matters pertaining to contracts and procurement
  • Make updates to contract policy directives, manuals, instructions, and procedures

Qualifications/Background Profile:
  • Position requires US Citizenship and Active Secret Clearance
  • Bachelor's Degree in Finance, Business Administration or a related quantitative field
  • 10+ years of government contracting experience working directly with Federal agencies
  • Previous experience as warranted PCO, A&AS contractor or direct experience in procurement of ACAT systems
  • Advanced DAWIA Certification in contracting or equivalent preferred
  • Extensive experience in Procurement including negotiations, and supplier relationship management
  • Advanced skills using Microsoft Excel and Access
  • Ability to build and maintain successful working relationships with internal teams and partners, both internally and externally
  • Superior communication skills with the ability to communicate with teams or present recommendations to increase the efficiency of the processes
  • Strong analytical skills to interpret complex reports, needs and documentations; excellent time management skills
