Summary

The employee will serve as a Supervisory Field Training Police Officer. The position is located within the Police Service, Uniformed Operations Section, at the Central Virginia VA Healthcare System, Richmond, Virginia. The Supervisory Police Officer serve as the primary training source for newly hired and retained VA Police Officers. Chief, Training and Quality Assurance Police Officer for all Department of Veterans Affairs controlled property.

Responsibilities

Duties include but are not limited to:
  • Enforces Federal, State and Local Laws, VA Regulations, with required shift work (ensure that subordinates are also performing the latter). Actively functions as a Federal Police Officer and participates in all law enforcement functions by providing relief to the command personnel, working comp-time, working specialized assignments and performing other pertinent duties and responsibilities as assigned.
  • Detains or arrests, if warranted, persons involved in violations.
  • Ensures that subordinates implement all VA Policies regarding Law Enforcement at the Medical Center on behalf of the Chief.
  • Serve as the primary training source for newly hired and retained VA Police Officers. Also serves as the Chief, Training and Quality Assurance Police Officer for all Department of Veterans Affairs controlled property, and any other duties assigned by the Operations Officer (Major) and required by the PD. This position will report to the Major.
  • Responsible for the complete day-to-day training for all VA Police Officers. Process all entry level VA Police Officers and conduct preliminary interviews of all local applicants. Requests background investigations for all new VA Police Officers and quality assurance reviews on existing VA Police Officers. Directs the proper paperwork flow regarding all inter-departmental job openings, promotions, and recruitment.
  • Serve as senior weapons instructor for the VA Police Service.
  • Serves as an administrator for all training and education opportunities conducted by the VA police officers.
  • Plans, controls and evaluates a complex training and crime quality assurance program involving a broad range of law enforcement and security concerns in the interpretation and implementation of new or revised departmental and regional directives.
  • Must perform in a wide arena of Federal, State, and Local Government Officials, as well as officials from private facilities. This include interaction with VA Central Office officials (VACO), Inspector Generals Office, United States Attorneys, Special Agents of the Federal Bureau of Investigations, Drug Enforcement Administration, United States Secret Service, Virginia State Police, Richmond Police Department, LETC, and other like entities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7, in the normal line of progression for the occupation in the organization. Qualifying specialized experience is: Experience that provided the applicant with knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property and, supervising law enforcement. Assure training and quality assurance activities are conducted in a technically correct and legal manner. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. (Detailed experience must be present in resume to receive credit) .
As a condition of employment, applicants must also meet the ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITIONS, as follows:
  • Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he/she is medically qualified to operate the appropriate motor vehicle safely. (THIS WILL BE VERIFIED IF INTERVIEWED).
  • VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification.
  • New VA Police Officers are required to attend a 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty.
  • A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
  • A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
  • Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. Physical Requirements: The Supervisory Field Training Police Officer is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions may include assisting in medical emergencies, carrying unconscious or collapsed patients, and defending ones self from physical attack or assault.
