Responsibilities

This position is located at the U.S. Department of Housing and Urban Development (HUD), Ginnie Mae, Office of Enterprise Data and Technology Solutions. Ginnie Mae supports expanded affordable financing of housing in America by providing an efficient government-guaranteed secondary mortgage market vehicle that links the capital market with federal housing markets. Ginnie Mae is a wholly owned corporate instrumentality of the United States within the Department of Housing and Urban Development.

The Vice President and Senior Advisor for Modernization Solutions (VP/Senior Advisor) is responsible for providing the expertise, thought leadership, and program execution critical to meeting the transformational and technology modernization needs that supports Ginnie Mae's evolving business requirements. In this role, the incumbent works with senior executives, the Executive Vice President (EVP), the Chief Operating Officer (COO), and business stakeholders to define and develop program roadmaps that align with stakeholder requirements.

Directs the transformation of Ginnie Mae's application modernization program, with a focus on formulating application modernization roadmaps using a balance of risk and time as well as providing strategic oversight during the migration efforts. Responsible for keeping abreast of emerging technologies, disciplines and approaches that support the new challenges facing the mortgage, securities industries and assures that all application modernization strategies, roadmaps, and program initiatives developed in support of Ginnie Mae's operational environment are sound, reliable, and scalable. Defines, directs, and supports the execution of securitization platform program strategy with operational and program management frameworks and governance models. Provides critical strategic vision, planning and execution necessary to ensure Ginnie Mae's continued leadership and success in evolving its securitization platform modernization program that meets its housing finance mission objectives. Engages with the senior executive management team to validate Ginnie Mae's compliance with modernization program strategies, initiatives and related processes and policies.

The Vice President and Senior Advisor for Modernization Solutions directs all system life cycle development activities to overhaul Ginnie Mae's legacy applications and system architecture in support of new foundational, modernization and transformation initiatives vital to the evolving business requirements of the securitization platform. Projects include Single Family Pool Delivery, Multi-Family Pool Delivery, New Pool Issuance, Platinum Modernization, MyGinnieMae Portal, RFS Modernization, and re-engineering of document custodian capabilities with oversight and governance.

Performs strategic governance and oversight on transformation project delivery. Influences value proposition of future modernization investments demonstrating expected return on investment. Partners with the Enterprise Architecture team to build a framework for digital modernization and related capabilities leveraging industry trends. Directs development of investor and issuer-centric initiatives vital to delivering functionalities to various stakeholders to improve workflow and enhance the customer experience. Initiatives include: Single Family Pool Delivery, Multi-Family Pool Delivery, MyGinnieMae Portal, and other initiatives with oversight and governance.

This vacancy will perform supervisory duties less than 25% of the time.

SPECIALIZED EXPERIENCE
To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties of the position, including progressively responsible experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) listed below. Specialized experience includes but is not limited to providing expert advice on securitization platform directives and mandates, programs and activities to plan, conduct and evaluate comprehensive studies, assessing, recommending and successfully implementing emerging technologies, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Qualifications

YOU MUST FULLY ADDRESS EACH MTQ TO BE RATED FOR FURTHER CONSIDERATION.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. To be considered for this position, you must submit a written statement fully addressing each MTQ. Failure to fully address the MTQs, will adversely affect your chances for referral or selection.

  • Extensive experience and knowledge of developing and implementing a transformed securitization platform program for modernized application architecture that encompasses a roadmap, re-engineered business processes and initiatives that leverage best-of-breed technologies, disciplines, and approaches.
  • Extensive experience in leading and directing an integrated and cross-functional project team focused on large scale project implementation, Six Sigma Lean disciplines and approaches, earned value management for acquisition investment initiatives, business process management methodology, and data quality and operational risk management for a multi-phased set of initiatives that enable securitization platform program modernization.
  • Demonstrated history of strong collaboration with Senior Executives and management, and business and application contractor service providers in support of a multi-year, multi-phased transformational program to modernize legacy securitization platform systems and related technology infrastructure.

    • The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    • The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    • The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    • The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    • The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
