Summary

This position will report to the Judiciary's Case Management and Electronic Case Files (CM/ECF) Division Chief under the Case Management Systems Office (CMSO) and will serve as the principal advisor regarding implementation and oversight of the system and the portfolio of related systems and software. The incumbent will be responsible for the technical architecture and implementation of application software in support of the operation of Appellate, District, and Bankruptcy courts.

Responsibilities

Duties include:
  • Serving as a subject matter expert and principal advisor for the CM/ECF Division Chief in matters of software development methods, practices, and technical decisions for the Judiciary's mission-critical CM/ECF system.
  • Assisting the CM/ECF Division Chief to set and implement the vision, mission, and goals for the division.
  • Directing the day-to-day activities of supervised staff, including oversight to ensure on-time and on-budget delivery for CM/ECF and the portfolio of related systems and software.
  • Leading continuous improvement of application development and support processes.
  • Guiding the technical requirements and the architectural design of CM/ECF.
  • Providing expertise on best practices in design, implementation, and project management; system security and compliance; robust and performance system architecture; and inter-operating with other IT systems and applications.
  • Working with stakeholders to provide effective application functionality for the entire Judiciary, which includes maintaining close relationships with expert panels, the Probation & Pretrial Services Office (PPSO), the Application Support Division, the Department of Technology Services (DTS), courts, judges, and attorneys.
  • Enabling collaboration with local courts for the continuous improvement of CM/ECF and the portfolio of related systems and software.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience, which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience directing software development, enforcing quality standards, implementing continuous improvement, and delivering solutions for large-scale enterprise.
