Summary

The Accounting Officer will perform a wide range of supervisory, accounting, and financial functions for the Crime Victims Compensation Program. This program assists innocent victims of violent crimes, as well as the survivors of homicide victims and dependent family members with crime-related expenses.

Responsibilities

The incumbent serves as the principal advisor to the Program Director on all accounting, auditing, and fiscal issues. Advises and assists the program director on all accounting/fiscal issues relevant to victim compensation and program objectives, including SOP compliance and statutory enforcement.

BRIEF DESCRIPTION OF DUTIES:
  • Supervises and manages the day-to-day operations of the office, in the absence of the Director
  • Trains staff in investigating, evaluating, documenting, and presenting recommendations in the payment of compensation to victims of crime
  • Manages the annual independent audit which includes preparing all financial information for pre-audit entrance conferences, audit exit conferences along with responding to questions and requests
  • Manages the annual VOCA (Victims of Crime Act) grant application process
  • Investigates suspicious claims that appear to be excessive or fraudulent
  • Prepares all monetary documents. Coordinates disbursements of payments with Budget and Finance Division
  • Assists the Director in the preparation of the annual budget request and submittal of documents
  • Develops, tests, implements, and maintains an internal financial control system that safeguards payment practices
  • Ensures accounting/auditing practices are in accordance with applicable laws, regulations, policies and ensures reliable financial and statistical reports
  • Prepares monthly, quarterly and annual performance reports

The ability and readiness for employees to telework impacts operational requirements and capabilities. This includes having a personal computer, tablet or mobile device which is not shared with secure internet connectivity.

Travel Required

Occasional travel - There may be times when the Accounting Officer may need to go to the WMATA sales office or Safeway on 5th and L Streets, NW (Washington, DC)

Qualifications

MINIMUM QUALIFICATIONS: A bachelor's degree in accounting from an accredited college or university plus six (6) years of relevant experience; or a degree in a related field such as business administration, or public administration that included or was supplemented by 24 semester hours in accounting. Of the six (6) years, at least three (3) years of supervisory experience. The successful completion of the District of Columbia Courts' Management Training Program may count as one (1) year of supervisory experience. A copy of your certificate from the Management Training Program is required.

Please note that authorization for the release of your adult criminal record revealing any convictions and forfeitures, and any criminal cases currently pending before the courts are required. If you are selected for the position, a criminal history records check will be conducted.

Education

Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service, for education to meet the above requirements.

Please note there is a mandatory one year probationary period for all non-judicial new employees.
