Summary

The Program Analyst position is located in the Office of the Register of Wills of the Probate Division and provides assistance with strategic and tactical program analysis. The incumbent will serve as an evaluator and adviser to management on the effectiveness and efficiency with which Probate carries out assigned programs and functions in compliance with applicable court and division policies, court rules, business processes and standard operating procedures.

Responsibilities

BRIEF DESCRIPTION OF DUTIES INCLUDES THE FOLLOWING:
  • Participates in the development, implementation, and on-going maintenance of the case management system as well as the attendant catalog of training materials, standard operating procedures, desk aides and built-in Help content needed by division staff to successfully function under a new system.
  • Participates in the Probate Division's strategic envisioning and assist with the design and execution of projects launched to achieve the DC Courts' strategic vision.
  • Identifies, acquires and evaluates the data needed to analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program and judicial operations in meeting established goals and objectives.
  • Keeps informed on procedures, policies, directives, etc. pertaining to courtroom operations and processing in the case management system, and obtains needed information, clarification or decisions from supervisor.
  • Assists in analyzing new or proposed legislation, rules, or process to determine impact on operations.
  • Identifies and integrates internal and external program, policies, procedures, and systems and providing recommendations and implementing solutions that increase effectiveness and efficiency within the Division.
  • Assists with the development and updates of division standard operating procedures, e-Learning modules and training content including the orientation and training of new staff; assists in the planning, development, and organization of training programs when new procedures and policies are instituted pertaining to division operations.
  • Serves as a representative in court-wide and division working groups and committees.

Qualifications

MINIMUM QUALIFICATIONS: A high school diploma or GED certificate plus seven (7) years of administrative experience which includes two (2) years of computer experience in a Windows environment.

PREFERRED EDUCATION AND EXPERIENCE

A bachelor's degree plus three (3) years of administrative experience which includes 2 years of computer experience in a Windows environment and one (1) year of Program Analyst or Business Analyst experience or equivalent

Education can be substituted for experience.
