Responsibilities

GS-13
  • Manage multiple strategic human resources projects, ensuring work performed by project team is within established budget, scope, and timeframes.
  • Consult with Government organizations to design and implement organizational and workforce strategies to better meet mission requirements, including workforce planning, succession planning, position management, organization design, and organization or employee development.
  • Collaborate with a matrixed network of consultants, HR specialists, and personnel psychologists across the country to deliver customer solutions.
  • Design and deliver training and presentations on human resources products or services such as workforce planning, succession planning, position management, organization design, and organization or employee development.
  • Write reports and other customer deliverables by analyzing and synthesizing data to provide clear insights and tangible solutions.
GS-12:

Qualifications

For the GS- 12/13: You must have:

To qualify for this position at the GS-12 grade level, you must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Examples of qualifying experience are as follows:
  • Managing projects supporting human resources business lines and program areas, including identification of project scope, accountability to timelines and budget, and production of deliverables.
  • Developing and delivering HR-related training/workshops to employees or external customers (e.g., workforce planning, succession planning, performance management, position management, organization design, and organization or employee development).
  • Conducting organization design or workforce restructuring reviews to develop recommendations for aligning the organization and position structures with the strategic mission or objectives of the organization.
  • Gathering qualitative information from employees to inform organizational design or workforce planning initiatives (e.g., conducting focus groups to identify major functions and desired outcomes, administering questionnaires or conducting interviews, analyzing workforce data).
  • Analyzing and summarizing data on hiring trends, workforce demographics, critical positions or occupations, proficiency levels or competency gaps within an organization in support of workforce planning strategies.
  • Writing technical reports conveying analysis methodology, findings, and recommendations for improving workforce outcomes in organization design, workload or workflow, competency or skill gaps, succession planning and management, and workforce planning.

  • Facilitating meetings with customers to identify their requirements and developing proposals and/or detailed project plans to address identified needs.
  • Providing technical workforce or staffing planning, organization design, workforce restructuring, and position management expertise to operating human resources offices, agency management officials, and other agency program staff to address complex problems and needs.
  • Reviewing the design or structure of an organization to provide recommended changes or solutions to workforce or workload issues.
  • Compiling or analyzing data on hiring trends, workforce demographics, critical positions or occupations, proficiency levels or competency gaps within an organization in support of workforce planning strategies.
  • Writing technical reports conveying analysis methodology, findings, and recommendations for improving workforce outcomes in organization design, workload or workflow, competency or skill gaps, succession planning and management, or workforce planning.
  • Developing and delivering training courses for agencies related to human resources products or services such as workforce planning, succession planning, performance management, position management, organization design, and organization or employee development.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. For the GS-12: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. For the GS-13: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-13 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
