Summary

This position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Safety, Health and Environmental Management (SHEM), Division of Risk Analysis and Management. SHEM is responsible for minimizing risks to life, health, and safety for all Department of State (DOS) and other Federal agency employees (under Chief of Mission authority) and overseas family members supported by the Department.

Responsibilities

  • Review and oversees implementation of policies and programs at posts, with special emphasis on motor vehicle safety: Advises posts regarding program implementation to enable them to meet safety and health requirements.
  • Processes and tracks serious mishaps to completion (those resulting in fatalities, hospitalizations, or major property damage). Provides guidance and follow up assistance to posts
  • Provides guidance and follow up assistance to posts. Reviews submitted investigation reports, and provides feedback and recommendations based on contributing factors and tracks results and corrective action to completion based on procedures.
  • Analyze overseas mishap data and identify mishap trends to be used in briefings, program justification, and in annual reports to the Department of Labor and presents written and oral findings with suggestions to enhance program effectiveness.
  • Manages and administers the Motor Vehicle Safety and Mishap Reporting and analysis programs used at posts. Ensures event data recorder program feedback through reports, and other correspondence provided to posts.
  • At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS 13.

Qualifications

BASIC REQUIREMENTS:

The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;

OR,

b. A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;

OR,

Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service.

Qualifying specialized experience must demonstrate the following:
  • Experience addressing occupational health and safety problems and evaluating and resolving highly technical issues through education and awareness.
  • Experience developing, and managing safety, health, and environmental policies and programs.
  • Experience providing emergency response to address health, safety, and environmental issues.


IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.

Qualifying specialized experience must demonstrate the following:
  • Experience providing advice and guidance in all aspects of Safety, Health and Environmental programs and policies.
  • Experience conducting mishap investigations and addressing critical health, safety, and environmental issues associated with the mishaps and emergencies (e.g., any unplanned, unexpected, or undesirable event causing injury; disease or illness; death; material loss or property damage; or incident causing environmental contamination).
