Summary

As a trainee Legal Administrative Specialist at the GS-0901-5/7/9 level, with a full performance level of GS-11, you will be part of the Retirement Services, Office of Personnel Management. This announcement will be used to fill Legal Administrative Specialist positions across Retirement. Services.

The Retirement Services mission is to process and oversee the Federal civil service retirement systems and benefits administered by the U.S. Office of Personnel Management.

Responsibilities

  • Determine entitlement to and the amount of retirement and survivor annuities under CSRS or FERS.
  • Decide eligibility of retiring employees and their dependents to continue life and health insurance.
  • Analyze record material and documentation to make decisions that may involve issues such as creditability of service, the validity of marriages under applicable state laws, the extent of recognition of parenthood, etc
  • Adjudicate benefits of unusual technical difficulty, and counsel annuitants and their families about their options.
  • Respond to inquiries from various outside parties including Congressional sources, agency representative, union officials, retirees, their survivors/heirs.
  • Make adjustments to recurring CSRS or FERS annuities and perform other requested retirement account maintenance services

Qualifications

For the GS-5: You must have three years of general experience, at least one of which was equivalent in difficulty and complexity to the GS-4 level in the Federal service. This experience may have been obtained in either the Federal or private sector. Experience is described as: Demonstrating the ability to plan and organize work. Communicating effectively orally and in writing. Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. You must have acquired telephone, computer, mathematical and interpersonal skills OR 4-year course of study leading to a bachelor's degree.

For the GS-7: You must have at least one year of experience equivalent to the GS-5 level in the Federal government. This experience may have been obtained in either the Federal or private sector including analyzing and evaluating information, planning, organizing and coordinating work. General business fiscal operations practices such as accounting, bookkeeping, finance, human resources services, payroll, and/or employees benefits programs OR One year of graduate level education OR superior academic achievement ( S.A.A. ) in a discipline which demonstrates the knowledge, skills, and abilities necessary to do the work.

For the GS-9 - I have at least one year of experience equivalent to the GS-07 grade level in the federal service that included a combination of most of this experience: knowledge of the laws, regulations, policies and precedent decisions governing retirement systems, health & life benefits programs; working knowledge of the Employees Compensation Law and laws governing other retirement systems; understanding the requirements, procedures, and tax limitations that apply to retirement claims and retirement payments; and performing reconciliation of open season health benefits actions using knowledge of insurance programs, regulations, laws, documented evidence and new evidence to reach determinations

OR Have two full years of graduate education or a Master's degree, LL.B., J.D. or equivalent degree. Such education must demonstrate the knowledge, skills, and abilities needed to do the work.

OR Have a combination of experience and education that meets the minimum qualification requirements

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
