This position is in the Office of Finance and Operations (OFO), Office of Financial Management. The Office of Financial Management (OFM) leads the Department in processing and reconciling all agency financial transactions; producing internal financial management reports and analyses; preparing the Department's monthly, quarterly, and annual financial statements and related notes; and coordinating the external audit of the agency's financial statements.

As a Accountant, GS-0510-14 you will be responsible for:
  • Performs a variety of difficult and complex accounting and financial management functions involving comprehensive analysis.
  • Analyzes new regulations, directives, and procedures related to accounting and financial management guidance.
  • Serves as OFM and Departmental Representative in areas of expertise. Play a leadership role in the Department.
  • Monitors and performs in-depth studies of program operations for impact upon the accounting or financial management systems.

Qualifications

Specialized Experience for the Accountant, GS-0510-14:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing all three (3) of the following duties or work assignments:

1. Experience ensuring all accounting transactions and systems are completed in accordance with legislation.

2. Experience in providing guidance on policy issues and recommending revisions to existing internal controls, accounting, financial reporting, financial policies, and procedures.

3. Experience developing system improvements and providing solutions to program management problems for accounting and financial management work.

Knowledge, Skills, and Abilities (KSAs):
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of financial management, fiscal and accounting theories, concepts, principles and procedures, and generally accepted accounting principles and standards in the United States.

2. Ability to interpret complex financial and accounting data and provide appropriate analysis for management's use in decision making.

3. Ability to review, analyze, and evaluate automated and/or manual accounting and financial management systems.

Education

Basic Requirements for Accountant GS-0510-14:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours in business law.

OR

B. Combination of education and experience, at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule. Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.

Bargaining Unit: This position is included in the bargaining unit.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking
