About the Position:
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Responsible for maintaining day-to-day operations of telecommunications systems throughout the Regional Network Enterprise Center-National Capital Region (RNEC-NCR) and Local Network Enterprise Center (LNEC) installations
  • Perform maintenance on the main distribution frame
  • Conduct preventive and corrective maintenance, upgrades, and works with the Avaya and Cisco Unified capabilities (Call Management System) voice-over-IP (VoIP) platforms and servers.
  • Perform duties within Quality Assurance programs and customer survey process improvement programs.
  • Preform telecommunications services for conferences and special events and manages property book inventories.
  • Provide advice and technical guidance to installation systems personnel on automated data telecommunications systems, equipment procedures, and techniques.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating technical systems in planning for the acquisition, modification, and support of an integrated telecommunications system; providing direct technical systems support for the automated call distribution system, digital/ cellular telephones, and telephones, and telephone voice mail; and analyzing user functional requirements such as operational telecommunications required between facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
