Summary

This position is part of the Chemical Safety and Hazard Investigation Board, Office of Administration. As Director of Human Resources, functions include human resources management and human capital programming (serving as the Chief Human Capital Officer), setting personnel policy, conducting related technical operations, providing management consultative and advisory services, preparing required reports, and selecting, developing, training and managing a high-quality and productive workforce.

Responsibilities

  • Serves as the Agency's Chief Human Capital Officer and chief policy advisor on human resources management and human capital issues.
  • Works with management in identifying and responding to future workforce needs and establishing human capital goals and objectives.
  • Designs, develops, and leads the Board in implementing a variety of special programs and initiatives including action plans to accomplish Board initiatives.
  • Assists in providing counseling and advisory services to managers, supervisors, and employees on employee relations issues.

Qualifications

At the GS- 15 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:
  • Providing advisory and consultative service involving the full range of human resources functions (i.e., strategic workforce planning, pay, leave, executive resources, labor and employee relations, staffing, employee development and performance management.
  • Experience researching, analyzing, and evaluating Human Resource laws, regulations, directives, and policy statements.
  • Addressing Human Capital management challenges and making recommendations for improvement.
  • Developing and delivering policy documents, briefings, status/staff reports, and correspondence in a clear and concise manner.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
