Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Burden Reduction and Health Informatics, National Standards Group (NSG).

As a Supv Health Insurance Specialist, GS-0107-15, you will serve as a full deputy, managing all phases of work which include developing regulations and policies to support the HIPPA act. In the absence of the Director you will assume responsibility for Group operations with full authority.

Responsibilities

  • Assist the Director with directing the work of a multi-disciplinary staff of professionals who specialize in developing, promulgating, and enforcing regulations and policy for administrative simplification and financial standard provisions.
  • Oversees technically complex projects and initiatives designed to address HHS and CMS Strategic Plan goals and objectives related to the work of the organization.
  • Directs project teams to ensure project management, quality management. performance, and risk/issue management are integrated and closely followed.
  • Resolves emerging complex issues, advising leadership of the issue and recommendations for appropriate responses.
  • Provides expert, authoritative responses to regulated entities on the enforcement of national standards and administrative simplification.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

(1) Planning or assessing the work activities to be accomplished by teams (e.g. setting and adjusting priorities and schedules for completion of work). AND (2) Directing projects related to health insurance programs. AND (3) Using project management tools (e.g., Agile), and project design approaches (e.g., Human Centered Design) to improve healthcare delivery or reduce administrative burden. AND (4) Analyzing and applying IT systems requirements for electronic data exchanges regarding healthcare or financial data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
